Description
The 38 Engineering Installation Group/PKL, Contracting Division, has a requirement for non-personal services for operations, maintenance and recurring support services of the Base Telecommunications System (BTS) at General Mitchell ARS, WI. The proposed contract is for a base period and four option periods totaling approximately 60 months. The DCO switching system is a Nortel MSL 100 Supernode, and is running version MSL10 software. The switch is equipped with an ENET network. The switch is wired for 2,048 lines, equipped for 1,792 lines, with 1,486 lines in use. The base currently has one ISDN PRI for DSN, 24 FTS-2001 analog trunks from MCI, and 42 commercial off base analog trunks. Also included are a main distribution frame, inside and outside cable plant, ancillary equipment and customer premise equipment. Foreign participation is permitted only at the subcontractor level. Copies of the solicitation will be provided to foreign firms only in order that they may pursue subcontracting opportunities. All responsible domestic offerors may submit proposals. Sources responding to this synopsis must indicate when registering electronically, whether they are large or small, disadvantaged or a women-owned business. CBD Note 1 applies. For this acquisition, a concern will be considered small under NAICS code 811212 with size standard of $18,000,000.00. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in this solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. "An Acquisition Ombudsman, Colonel Joseph P. Maryeski, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate government personnel. The Ombudsman will maintain strict confidentiality if desired.
