Description
The General Services Administration, Federal Technology Service has been asked to solict information for the US Air Force Protection BattleLab. The US Air Force Force Protection Battlelab's (FPB) charter is to rethink and develop new policies, doctrine, and tactics in the area of force protection. In order to achieve its mission the FPB is looking to industry for solutions to some of the Battlelab's initiatives. These solutions can be materiel solutions, a concept or a new process. One of the initiatives the FPB is undertaking is proving the military worth of using sub-tactical Unmanned Aerial Vehicles (UAVs) to search and clear areas outside of airbases prior to the arrival and departure of aircraft. The government is seeking to procure a UAV which meets the following criteria: 1. Must be able to be launched without the use of any mechanical launching device, i.e., catapult. 2. Must fit into transportation cases which can be transported by commercial aircraft. 3. Must be powered by a fuel source which can be transported by commercial aircraft. 4. Must have both a color video camera, a thermal imager and a video link which enables users on the ground to view real time images from the aerial platform 5. Must be capable of "auto-stabilization" 6. Must be available for delivery within 45 days ARO 7. Must be a "field proven" system 8. Must have a loiter time in excess of one hour 9. Must not require extensive aviation knowledge to operate 10. Must have a range in excess of 4 kilometers 11. Must be operated by no more than two personnel 12. Must have an "autoland" capability 13. Must have the ability to return to its take-off point in case of communications loss 14. Must be able to be deployed within 15 minutes (from storage containers to airborne) 15. Must be of modular construction with easily replaceable parts 16. Must have pre-programmable GPS waypoint navigation capability The government anticipates possible follow-on purchases of UAVs with same/similar specifications contingent upon successful delivery and performance of initial unit.
