Y -- FACILITIES CONSTRUCTION, PROCUREMENT, MAINTENANCE, REPAIR, AND MODERNIZATION FOR THE RANGE AND TRAINING LAND PROGRAM SOL DACA87-00-R-0012 DUE 060500 POC Contract Specialist, Laura Harbin, 256-895-1171; Contracting Officer, Connie Oberle, 256-895-1161 The U.S. Army Engineering & Support Center, Huntsville (USAESCH), has the requirement to procure in support of the Ranges and Training Land Program construction, procurement, maintenance, repair, and modernization of those ranges and training land facilities. USAESCH proposes to issue a single solicitation for award of a minimum of 3 contracts. Two of the contracts will be reserved for small businesses and other awards will be made under full and open competition. These contracts will be indefinite delivery indefinite quantity contracts that allow for placement of firm-fixed-price or time-and-materials task orders. It is intended that these contracts will be awarded for a term of 5 years (base year and four option years) with an estimated overall program value of $25,000,000. For any large business award, a subcontracting plan showing the firm's ability to meet the USACE small business subcontracting targets must be provided prior to award for the Contracting Officer's signature. The required capabilities and/or performance characteristics of the supplies, services and equipment to be provided under the proposed contracts will be further defined in the statement of work and completely defined by the contractor in the work plan. In general, awardees will be required to support range facility requirements and provide maintenance services for Range Training Lands facilities including: design, construction, renovation, and repair of buildings, downrange features, associated equipment, and training lands; providing and installing range equipment; investigations and studies; and incidental ordnance survey and clearance for construction support. These services may be needed at facilities within the continental United States, as well as outside the continental United States, including Alaska, Hawaii, Guam, Virgin Islands, and Puerto Rico; therefore all personnel performing work on-site must be U.S. citizens.. The requirement to provide critically needed quick response to the repair and upgrade of the RTLP customer's facilities is the overall objective of the RTLP program. Potential sources for performance of the major repair/renewal efforts would include general construction, electrical, construction management and other general repair contractors. Target system suppliers would also be considered as a potential source. Standard Industrial Classification Code is 8744. An informal source selection process will be utilized in this acquisition. In accordance with the current acquisition streamlining concepts, selection criteria will be based on the most critical elements of contractor performance, which do not require development of a detailed technical proposal. It is the intent of USAESCH to allow contractors to propose their existing organization and demonstrate how it will be effective in performance of the major repair/renewal projects. Those performance elements will include experience on similar training range related projects; technical approach; organizational structure and approach and available resources and mobilization capabilities; quality of past performance on prior similar contracts including utilization of small business on prior contracts; and appropriate safety program. Price will be a consideration, but technical and management capabilities will be more important. Price will not be scored. Individual tasks orders in excess of $2,500.00 will be competed in accordance with FAR 16.505(b), Fair Opportunity. Solicitation is scheduled to be issued on or about 5 May 00. A preproposal conference is being planned for on or about 12 May 00 and will be conducted in Huntsville, AL. The exact time and location will be identified later.
