This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being required and a written solicitation will not be issued. PRICING SCHEDULE Base Year 0001. Maintenance of CLINs 0015, 0016, 0017, and 0018, for the period 1 October 2005 through 30 September 2006 STATEMENT OF WORK C.1 OBJECTIVE AND SCOPE The Marine Corps has a requirement to lease coach buses to transport high visibility Marines (bands, drill units, etc.) in air-conditioned, coach-style buses with uniform, distinguishing USMC markings and colors. C.2 BACKGROUND To improve the transportation of the ceremonial units, the Marine Corps needs 17 coach buses that will be dispersed among a network of 12 Marine Corps entities throughout the Continental U.S. The buses will be distributed at the following 12 installations according to a phased fielding plan. 1. Marine Barracks, 8th & I, Washington, DC 2. MCB Camp Pendleton, CA 3. MAGTFTC, Twentynine Palms, CA 4. MCRD, San Diego, CA 5. MCAS, Miramar, CA 6. MCB Camp Lejeune, NC 7. MCRD Parris Island, SC 8. MCB Quantico, VA 9. MCAS Cherry Point, NC 10. MCLB Albany, GA 11. MCB Kaneohe Bay , HI 12. Marine Forces Reserve, New Orleans, LA C.3 APPROACH There is a total requirement to lease 17 coach buses to be deployed at 12 various locations across the Marine Corps. Our immediate requirement is for six (6) coach style buses to support the Marine Barrack, 8th & I Streets, S.E., Washington, D.C. in the May 2002, time frame. Leasing of the remaining 11 coach buses will be phased in: 4 in FY03, 4 in FY04, and 3 in FY05. The proposed phase in for the 17 coach buses is as follows: FY02- Quantity of 6 for Marine Barracks, 8th & I, Washington, DC FY03- Quantity of 1 MCB Camp Lejeune, NC Quantity of 1 MCB Camp Pendleton, CA Quantity of 1 MCRD Parris Island, SC Quantity of 1 MCRD San Diego, CA FY04- Quantity of 1 MCAS Cherry Point, NC Quantity of 1 MCAS Miramar, CA Quantity of 1 MAGTFTC Twentynine Palms, CA Q uantity of 1 MCB Kaneohe Bay, HI FY05- Quantity of 1 MCLB Albany Quantity of 1 Marine Force Reserve, New Orleans, LA Quantity of 1 MCB Quantico, VA C.4 GENERAL REQUIREMENTS Specifications: Minimum passenger seating capacity shall be 47 not including the operator. All units shall be equipped with lavatory, washbasin and retention tank. All seats shall be equally spaced with armrests, footrests and reclining feature. All passenger and operator seats shall be covered with upgraded material. Each seating location shall have overhead light, A/C vent and call button. Overhead compartments shall be aircraft type with doors and catch mechanism. Minimum head clearance shall be 6 foot 6 inches. Minimum of 6 Overhead monitors. Video system with VCR, AM/FM Cassette/CD tuner. Passenger blinds on all windows. Operator controlled interior lighting throughou t vehicle. Minimum of 400 horsepower diesel powered engine. Shall have automatic transmission with retarder. Jacobs brake NOT acceptable. Top speed shall be governed at no less than 70 miles per hour. All units shall be equipped with antilock breaking system. All units shall be equipped with tilt and telescoping steering wheel. All units shall be equipped with self-leveling suspension system. All units shall be equipped with gauges indicating speed, oil pressure, water temperature, fuel level, voltmeter and air pressure. All units shall have air conditioning that will provide adequate cooling throughout the bus and maintaining an average interior 70 degrees F level plus or minus 2 degrees F, within a maximum of 30 minutes at chassis manufacturers high idle speed. All air conditioning units will utilize R134 refrigerant. All units shall be white in color with aluminum wheels and aluminum rear bumper. All units shall be equipped with trailer towing capability of 10,000 lbs. All components are to have maximum manufacturer?s warranties offered. All units shall be equipped with a complete set of parts and maintenance manuals covering all manufacturer?s equipment utilized. All units shall be equipped with full-length overhead railing attached to the ceiling on each side of the aisle. All units shall be equipped with pass-through underneath storage with cargo management system. C.5 SPECIFIC REQUIREMENT a. The Marine Corps intends to uniformly mark the 17 coach buses with a USMC insignia. The marking will be of a body wrap versus painting or any other method of applying the USMC markings that might deface the original appearance of the bus. The body wrap provides a cost effective means of applying an attractive, uniform advertisement than can be replaced if damaged and removed. All cost incurred with having the buses uniformly marked and subsequently restored to their original appearance will be at the expense of the Marine Corps. b. As an option, maintenance and repairs of the 17 coach buses could be the responsibility of the contractor and the cost should be separately included in this solicitation. c. Any additional transportation costs incurred should the proposed phase in locations be amended, will be the responsibility of the Marine Corps. Contractor will provide and identify transportation cost for delivery of buses to designated locations. d. The Marine Corps is self insured. C.6 ACCEPTANCE of DELIVERABLES Contractor shall warrant bus and furnished equipment against parts failure or malfunction due to design, construction or installation errors, and defective workmanship. Prior to acceptance of the vehicle by the Marine Corps, the contractor shall inspect, and service each vehicle for operational use. The contractor?s inspection system shall at a minimum assure that the vehicle conforms to the physical and dimensional requirements and is capable of meeting performance requirement. Vehicles shall be free from defects, which may impair their serviceability or show any evidence of poor workmanship. Defective components shall not be furnished. The contracted vehicle(s) shall be visually examined at the destination to determine compliance. At time of delivery, units shall meet all Federal and State Department of Transportation, and any state safety inspection requirements. The Marine Corps will accept stock vehicles for the base year of the resulting contract. Vehicles provided for the remainder of the contract (option years) shall be current yea r models. CONTRACTUAL INFORMATION This solicitation document and incorporated provisions/ clauses are those in effect through Federal Acquisition Circular 2001-05. The following clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors FAR 52.212-2, Evaluation-Commercial Items (a) cost (b) past performance (c) technical capability of the offeror to meet the requirements FAR 52.212-4, Contract Terms and Conditions FAR 52.212-5, Contract Terms and Conditions ? Commercial Items The offeror must submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications with their proposal. Proposals shall include maintenance of the vehicles as an option. The government reserves the right to contract separately for maintenance of the vehicles. Proposals are due by 2:00 p.m. on 5 A pril 2002 to the Regional Contracting Officer, Northeast (RCO), Marine Corps Base, 3250 Catlin Avenue, Quantico, VA 22134-5001.
