SYNOPSIS: This Sources Sought Announcement is to assist the Joint Project Manager for Chemical, Biological, Radiological and Nuclear Protection (JPM CBRN P) to identify potential sources to provide a hydrogen peroxide generator in support of the Service Equipment Decontamination System (SEDS). This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). It is a Market Research tool being used to determine the availability and adequacy of potential sources for planning purposes only. Responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. Further, unsolicited proposals will not be accepted. The Government does not intend to award a contract based on responses nor otherwise pay for the preparation of any information presented or the use of any such information. All submissions become Government property and will not be returned. If a vendor believes that their current portfolio does not meet this need but would be interested in making JPM CBRN P aware of their technologies or capabilities, the vendor is encouraged to submit their company information via a web-based software application called the Joint Enterprise Technology Tool (JETT) to connect your company to the appropriate Government Point of Contact (POC). Vendors may submit company or product information directly to the Government via JETT at any time whether they respond to the RFI: https://jacks.jpeocbrnd.army.mil/JETT. The Government requests that responses to this Sources Sought be submitted electronically to brant.s.lagoon.civ@army.mil and kathryn.m.brown@usmc.mil by 30 June 2025. SEDS Description: The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear (CBRN) Defense and JPM CBRN P are seeking better knowledge and understanding of industry capabilities regarding a hydrogen peroxide generator to support the SEDS. The SEDS program will provide the Joint Forces with modular system capability to conduct decontamination operations �as soon as and as far forward as possible� on the battlefield to reduce residual Chemical/Biological (CB) contamination from critical (hardened & sensitive) equipment to levels of re-use without the need for chem/bio protective equipment to quickly re-equip the force. The SEDS will provide a quantifiable reduction in the number of personnel experiencing adverse health-effects by allowing the safe reuse of critical operational capabilities by reducing contamination below minimum levels that would result in negligible health effects. The fielding of the SES will decrease the logistics requirement to transport and/or store large numbers of replacement systems by decontaminating and reissuing instead of replacing or destroying mission essential equipment. The SEDS uses modified Vaporous Hydrogen Peroxide (mVHP) to decontaminate CB agents. The SEDS hydrogen peroxide generator will have the following characteristics/parameters: The SEDS hydrogen peroxide generator shall be capable of producing >30% hydrogen peroxide (aqueous). 150 mL/hour minimum The SEDS hydrogen peroxide generator shall be compatible with currently fielded batteries (i.e. BB2590) or military and commercial mobile electric power and provide necessary cable connections with ground power systems (e.g. 12/28VDC, 120 VAC standard and 100-240 VAC, 50/60Hz). If SEDS hydrogen peroxide is self-powered, the engine�s fuel pump must be JP5/JP8 compatible. The SEDS hydrogen peroxide generator shall be capable of operating in 32F�/0�C to 130�F/54�C. QUESTIONS: Any questions for clarification may be emailed brant.s.lagoon.civ@army.mil and kathryn.m.brown@usmc.mil by 25 June 2025. Questions shall NOT contain proprietary or classified information. An unattributed list of questions and answers will be published at the same web location of this Sources Sought Announcement. Responses: Vendors who believe they have a generator capable of meeting the above requirements are requested to submit a short summary to the email addresses noted below (no more than 10 pages total per submittal). The summary will need to include the following general information about the respondent: Company name and address POC with phone number Product Name Estimated unit cost for the hydrogen peroxide generator Specific information requested on each of the products or technologies includes: Description of the generator with pictures or drawings, including estimated technology readiness level and/or manufacturing readiness levels Description of system/technology scalability Maximum concentration and range of generated aqueous hydrogen peroxide Consumables needed (e.g. potable water, etc.) Production rate Reliability Maintenance Transportation and storage limitations Shelf life of components Total weight and cubic size of proposed item�s shipping and operating configuration(s) Dimensions of system in operational configuration Equipment list and user manual/instructions Any specialized tools required to operate or set-up system Description of power requirements Number of personnel required to set up and operate Operating temperatures and/or environmental restrictions Shipping restrictions for generator and generator consumables Clean-up and disposal processes for system (e.g. any hazardous material generated as a by-product) Estimated manufacturer production capability, include maximum and minimum production rates by month Identify if the system is considered Commercial Off the Shelf (COTS), or currently being used by commercial industry and/or Government, provide names and/or examples of users Any data rights assertions/anticipated assertions Any factors that will significantly impact costs If there are any known significant lead times for systems/materials It is requested that vendors having systems believed to be suitable as described herein, submit electronic copies of their responses and any available product data sheets, related brochures, descriptions, price lists, Technical/Operator Manual(s), associated Safety Data Sheets, or other documentation as available and deemed appropriate. There is a 10-page limit on submissions excluding supporting documentation. Respondents may submit multiple generator candidates but should clearly identify the advantages/disadvantages of each. Response Due Date: Respondents are requested to provide information by COB 30 June 2025. Responses to this notice are to be sent to Mr. Brant Lagoon.
