Pre-Solicitation Notice / Synopsis for Design-Bid-Build Construction for Improve the Hamat Air Base in Hamat, Republic of Lebanon for USACE Trans-Atlantic � Middle East District W912ER25RA013 Foreign Military Financing (FMF) AGENCY: USACE Trans-Atlantic � Middle East District (TAM) NAICS: 237310: Highway, Street, and Bridge Construction PSC: Y1BD, Construction of Airport Runways and Taxiways PLACE OF PERFORMANCE: Hamat Air Base, Hamat, Republic of Lebanon ACQUISITION INFORMATION: TAM anticipates soliciting and awarding one Construction contract to be procured in accordance with Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation and FAR Part 36, Construction and Architect Engineer Contracts. No reimbursement will be made for any costs associated with providing information in response to this Pre-Solicitation Notice or any follow up information requests. CONTRACT MAGNITUDE: In accordance with DFARS 236.204 - Disclosure of the Magnitude of Construction projects the estimated Magnitude of Construction for this acquisition is between $10,000,000 and $25,000,000. PROJECT DESCRIPTION: The U.S. Army Corps of Engineers (USACE), Transatlantic Middle East District (TAM) has a requirement from the Lebanese Armed Forces (LAF) for design and construction to improve the Hamat Air Base (HAB) Republic of Lebanon under USACE Project Number: 506838. Geographically, the project site is 4 km North of Batroun, Lebanon, and 1.5 km West of Hamat Municipality. The work contemplated under this contract includes construction, utilizing a design-bid-build (D-B-B) package. This project is resourced using Foreign Military Financing (FMF) under Case ID: LE-B-HAH The Government will be awarding a single firm fixed price (FFP) construction contract, D-B-B, utilizing the Best Value Trade Off (BVTO) source selection proposal evaluation method. This project is being advertised using Subject to Available Funding (SAF) procedures. The project scope includes but is not limited to demolition, improving the leveling of the runway, airfield pavement, utilities, removal and reinstallation of existing airfield lights, procurement and installation of new airfield lights, construction of new communications ductbanks, construction of new storm water piping, and related site grading and improvements, in accordance with the Contract Documents. Adjacent facilities will be occupied during performance of work under this Contract. The main runway will be inactive during construction, however adjacent rotary wing aprons will remain active. The project will be constructed in accordance with applicable current building codes, safety, and security standards, including Lebanon and U.S. codes and standards. The contractor shall provide all management, administration, quality control, labor, transportation, equipment, materials, vehicles, heavy equipment, supplies and other items as necessary to perform the services contained in the scope of work. The overall Period of Performance (PoP) shall be six hundred forty (640) calendar days from Notice to Proceed (NTP) for the entire scope of work. In accordance with Section 42(c) of the Arms Export Control Act, as amended (22 USC �279l(c)), the Foreign Military Financing funds made available for this procurement may not be used to award to other than a United States firm, unless an Offshore Procurement (OSP) determination is made by the Director, Defense Security Cooperation Agency. No OSP determination has been obtained for this procurement. Offers from other than United States firms are ineligible for award. The Government reserves the right, however, to seek an OSP determination at any stage in the procurement, if doing so is in the Government's best interests. Award will be made to the best overall proposal that is determined to be the most beneficial to the Government. Evaluation methodology for the procurement consists of four factors: Past Performance, Technical/Management Approach, Preliminary Schedule, and Price. The business goal of the contract is to purchase construction services in accordance with the scope of work for the project. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued via the solicitation module in Procurement Integrated Enterprise Environment (PIEE). The RFP and all attachments will be located within PIEE. SAM.gov will provide a link and instructions for PIEE to access the solicitation and all its exhibits and attachments once it has been posted. RESPONSE PERIOD: This is a pre-solicitation notice and not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. A response to this notice is not required. ANTICIPATED SOLICITATION RELEASE DATE & AWARD DATE: The estimated date for release of the RFP will be on or about 6 June 2025. The Government intends to have proposals due (60 calendar days after solicitation due date) and award the contract in the September 2025 timeframe. Actual dates and times will be identified in the solicitation. SITE VISIT INFORMATION: An organized site visit has been scheduled for- 1 July 2025 from 1000 to 1200 (Local Time in Lebanon at Hamat Air Base) (c) Prospective bidders must send the following information for each visitor attending the site visit to the U.S. Army Corps of Engineers (USACE) at the email addresses listed below no later than Sunday, 8 June 2025, 1000 hours Eastern Daylight Time (EDT) to pre-arrange access with the Lebanese Armed Forces. Each firm shall complete the included Base/Work Site Access Spreadsheet with the required information which includes but is not limited to the following. Email Subject Line: ""W912ER25RA013 Contractor Site Visit Hamat Air Base"" 1. Company Name 2. Full names of individuals planning to attend the site visit 3. Contact information including email and cell phone number 4. Copies of passports and visas for non-Lebanese residents or valid Civil ID for Lebanese residents 5. However, USACE reserves the right to limit the number of personnel to one (1) company representative should circumstance require and will inform all companies at least 24 hours in advance of the meeting should this become necessary. Please note that failure to send company representative information by Sunday, 8 June 2025, 1000 hours (10:00 AM) Eastern Daylight Time (EDT) will prevent your company from being added to the visitors list. Attendees will be escorted to the project site but should allow additional time (1 hour) for security screening at the entrance of the base. Transportation will not be provided from the gate to the project location, so attendees will need to arrange on-base transportation. Ensure that all vehicle related documents are available for the base security office to process an attendee's request for a vehicle pass. Photography while on base will not be permitted. All company representatives will be required to stay in one group at all times and be escorted by the USACE representative always. At no time will company representatives be allowed to leave the site visit group or walk anywhere on base without a USACE representative.
