- Advanced Notice to Contractors for WVA Fire Station, Building 45 at Watervliet Arsenal (WVA), NY U.S. Army Engineer District, New York, CENAN-CT, 26 Federal Plaza, New York, NY 10278-0090 The U.S. Army Corps of Engineers, New York District intends to issue a solicitation package seeking to award a firm-fixed price contract, for construction of the Fire Station Project. The fire station is required to respond to fire emergencies. The facility will house trucks and equipment needed for firefighting, as well as sleeping quarters and administrative spaces for the firefighters. The new fire station consists of a two-story building including superstructure, substructure, building envelope, doors, windows, interior walls and partitions, interior finishes, supporting systems, roofing, mechanical, electrical, fire protection, plumbing, electric, etc. The project will include site work for new building construction and associated site finishes, to include landscaping and connection to existing utilities. The project will construct a 32,480 SF, (2) two story, three (3) company fire station building, to include four vehicle apparatus bays with twenty-one (21) dorm rooms for an authorized personnel count of forty-four (44). The building also includes vehicle apparatus bays, administrative offices, dispatch, department and computer training rooms, fitness room, sauna, day room, dorm rooms, laundry and equipment maintenance and storage; pavement facilities will include access roads, parking area for POVs, and circulation around the facility; utilities include extended water distribution, sanitary sewage collection/pumping, natural gas, and electrical distribution systems to primary facilities, as well as information systems, basic telephone, computer network connectivity, fiber optics, security and fire alarm systems. This project will be solicited as a full and Open Competition via a single step Best Value Trade Off (BVTO) in accordance with Federal Acquisition Regulation (FAR) 15.101-1. It is anticipated to post electronically via the System for Award Management (SAM) website on or about 27 May 2025 and the proposals will be due approximately 45 days later. All amendments shall be likewise posted on the SAM website. Hard copies will not be available. It is the contractor's responsibility to monitor the SAM website for any amendments. Bidders/Offerors are required to be registered in the System for Award Management (see www.sam.gov). The period of performance for this project is 730 calendar days from the Notice to Proceed date. The applicable North American Industry Classification System (NAICS) code is 236220 for commercial and institutional facilities. The magnitude of this construction is estimated to cost between $10,000,000.00 and $35,000,000.00. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet, Telephone, email or fax requests for the solicitation will not be accepted or honored. Paper copies of this solicitation and amendments, if any, will not be available or issued. All vendors who want access to the solicitation must be registered with the SAM. Prospective contractors must be registered in sam.gov prior to award. Lack of registration in SAM may make an offeror ineligible for award. This acquisition will involve a Project Labor Agreement (PLA). A PLA is defined as a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f).
