- Description: NHTSA is issuing this Sources Sought Notice to identify potential qualified 8(a) Small Disadvantaged Business (SDB) concerns that may be interested in and capable of performing the work described herein and in the attached Draft Statement of Work (SOW) to assist NHTSA�s Office of Acquisition Management to provide contracting services to fulfill the programmatic and administrative needs of the Agency. NHTSA welcomes all qualified 8(a) Certified SDB concerns, with the appropriate NAICS Code and past experience to submit their Corporate Capability Statement that demonstrates their ability to successfully accomplish the goals of the project as listed below and in the attached Draft SOW. Special consideration will be afforded to government-wide initiatives calling for less redundancy through Category Management and annual increases to Best-In-Class (BIC) & Spend Under Management (SUM) goals for the Department of Transportation. Therefore, the agency will implement acquisition guidelines to maximize any opportunities for increased efficiencies using 8(a) Certified SDB set-aside multiple award contract vehicles prior to consideration of soliciting on the open market. Introduction: The mission of the NHTSA is to reduce the number of injuries and deaths, as well as the economic loss due to motor vehicle crashes on our nation�s roads. The Office of the Chief Financial Officer (NFO-010) supports this mission through its Offices of Acquisition Management (NFO-300), The Office of Acquisition Management (OAM) supports NHTSA�s mission by providing contracting services to fulfill the programmatic and administrative needs of the agency. OAM performs contracting activities in compliance with applicable regulations (Federal Acquisition Regulation, Transportation Acquisition Regulation), laws, statutes, and policies while implementing federal acquisition best practices and socioeconomic objectives. NHTSA�s contract types include Firm Fixed Price, Cost Reimbursement, Time and Materials and Labor Hour. In addition to contracts, OAM awards discretionary financial assistance (grants and cooperative agreements). By doing so, NHTSA can promote and support traffic safety missions of state and local governments, educational institutions, for-profit and non-profit organizations. Award and administration of financial assistance is conducted in accordance with applicable OMB Circulars and the Code of Federal Regulations. Objective: The objective of this contract is to obtain contracting services to support OAM and NHTSA�s mission. Capabilities: The Contractor shall perform contracting services that include but are not limited to the following (see the attached draft SOW): New Procurements and Agreements Processing of new procurements and agreements which are NHTSA requirements that will result in the execution of contracts, task orders, delivery orders, purchase orders, cooperative agreements, grants, or inter/intra-agency agreements. Procurement Planning and Documentation The Contractor shall be proactive in providing assistance to requesting programs and offices to ensure that Purchase Requisitions (PRs) are complete and adequate for acceptance by OAM. Solicitation and Evaluation of Offers or Quotes The Contractor shall perform pre-award functions that precede and follow receipt of Offer and Quotes. Contract Administration The Contractor shall perform contract administration for assigned contracts, financial assistance, and Inter/Intra-agency agreements. Procurement Analysis The Contractor shall provide procurement analysis support which involves the study of acquisition and grant laws and regulations and the appropriate application of those laws and regulations to OAM operations. It involves the drafting of policies, procedures, and work tools that increase the overall effectiveness and efficiency of those operations. It also involves the collection of data in response to ad hoc reporting requirements. Format of Corporate Capabilities Statement: Any interested qualified certified 8(a) SDB firms should submit their Corporate Capability Statement, which demonstrates the firm�s ability and past experience in no more than 10 pages to perform the key requirements described above and in the attached Draft SOW. Corporate Capability Statements should be sent to the identified NHTSA point of contact listed on the SSN. Any proprietary information should be marked as such. All respondents are asked to certify that the type and size of their business organization is in-line with the requirements of this SSN and must be received no later than 10 calendar days from the date of publication or by the closing date of this notice. To facilitate a timely and comprehensive review of all submitted responses, firms should respond using the following format: General Information: Company name, address, point of contact name, telephone, and email address. Data Universal Numbering System (DUNS) Number and Commercial and Government Entity (CAGE) Code. If applicable, potential proposed teaming arrangements to include business size and classification of prime and subcontractors. GSA Federal Supply Schedule (FSS) Number (FSS must include NAICS code 541611 � Administrative Management and General Management Consulting Services Identify contracts your company has been awarded under NAICS code: 541611 � Administrative Management and General Management Consulting Services Technical Capability: Provide a brief synopsis to support the firm�s ability to perform the objective, scope and draft SOW. Identify each task element and provide information to support the firm�s experience, staffing and overall ability to perform. Evidence of experience and past performance should include contracts/task orders from the past three (3) years similar in scope to this requirement. Examples must include contract numbers, project titles, dollar amounts, periods of performance, and Government points of contact (telephone numbers or email addresses). Any data on previous contracts/task orders on personnel retention and succession planning. Additional Information: Indicate if your firm will submit a proposal if a Request for Proposal (RFP) is issued, and if your firm�s interest is for Prime contracting, teaming agreement or Joint Venture. Validation of, or recommended NAICS codes for this effort.
