Description
THIS IS A SOURCE SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. We are seeking information for market research purposes only. The Government will not pay for any information solicited. The Government is seeking information for market research purposes only. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A solicitation is not currently available. The Government may or may not issue solicitation documents. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), is conducting market research for qualified firms, SDVOSB, VOSB or small, that are capable of supplying and installing 11 Parking Lot Emergency Communication Cellular Callboxes to the Samuel S. Stratton VA Medical Center. Any vendor interested needs to be an authorized reseller, authorized installers and/or manufacturer. Furthermore, we are investigating domestic sources, provided that they are accessible. The NAICS is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a size standard of 1,250 Employees. Statement of Work: Parking Lot Emergency Call Box Replacement for Samuel S. Stratton VAMC 1. Introduction The Stratton VAMC's mission is to provide world-class healthcare to veterans in the Capital Region and Upstate New York. To this end, the VAMC requires the acquisition of parking lot emergency callboxes to support emergency communication services for veterans and employees. The existing call boxes are failing, and the radios currently installed in each call box have reached the end of their service life and can no longer be repaired. 2. Background and Objective The Stratton VAMC seeks to purchase eleven parking lot emergency communication cellular callboxes. 3. Place of Performance The work will be performed at the following location: Samuel S. Stratton Veteran Affairs Medical Center 113 Holland Avenue, Albany, NY 12208 4. Period of Performance Delivery and Installation: callboxes must be delivered and installed within 90 days of the contract award. Service Duration: Callboxes will include the first year of cellular service and a callbox maintenance/repair plan. Four Option Years are needed for callbox maintenance/repair and cellular services. 5. Scope of Work The contractor is responsible for the following tasks: Supply and Programming: Callboxes: Provide eleven cellular-based emergency callboxes. Callboxes are required to connect to 110-volt electrical connections. The VAMC will provide an electrical source connection at each installation location. Callboxes will have power for approximately 10 to 12 hours per evening; they MUST have batteries capable of supporting the operation of the callbox during the daytime hours when there will be no power source and for a minimum of 24 hours. Callboxes may utilize solar panels to supplement the operation; locations must be surveyed for sufficient sunlight and still provide enough battery backup to operate the callboxes for 24 hours. Installation: Install eleven emergency callboxes, including the following: Removal and disposal of old call boxes Install nine new callboxes onto nine existing lighting poles in the parking lots. Install one standalone pole/stanchion for one callbox. Trench approximately 50 feet into a grassy dirt surface for the electrical connection to the callbox stanchion. Electrical wiring from the building line to the stanchion will be installed in a metal conduit. Install callbox pole/stanchion. Install callbox onto stanchion. Install one callbox on the side of a building instead of a light pole next to it where an old call box will be removed. Programming: Program each callbox SIM card for connectivity to function correctly to call Stratton VAMC police Services on a designated phone number, ensuring that the following features are correctly configured: Cellular Service Activation /Connection / Reception Emergency phone number to be called when callbox is activated. Programming of the recorded messages for each callbox Proper functioning of emergency blue light Clear voice transmission to and from the callbox. Accessories: Provide all mounting hardware. Provide backup batteries for each callbox capable of a minimum of 24 hours of standby function and at least three calls. Callboxes will have a blue light for location and alarming function. Testing and Quality Assurance: After programming, test the functionality of all callboxes to ensure they meet the required specifications. Verify that all callboxes and accessories are fully operational before final delivery. Training: Provide comprehensive training on adequately using and maintaining the callboxes and accessories to the Stratton VAMC Police Services personnel. 6. Specific Tasks Task 1: Provide and deliver eleven cellular emergency callboxes and the required programming and accessories. Task 2: Program the callboxes to function with the facility s police phone number. Task 3: Supply backup batteries for each callbox. Task 4: Supply one standalone stanchion for a callbox and all required installation hardware and conduit. Task 4: Test all callboxes and accessories to meet operational requirements. Task 5: Conduct training sessions for the Stratton VAMC Police Services to ensure the staff can operate and maintain the callboxes effectively. 7. Delivery Schedule and Milestones Delivery Deadline: The contractor must deliver all equipment, adequately installed, programmed, and tested, within 90 days of contract award. Training: Training must be completed immediately after the installation of equipment. 8. Special Instructions Upon arrival at the facility, the contractor must check in with the Albany VAMC Police Services and coordinate access to the necessary locations (e.g., radio room) for installation and setup. The contractor is responsible for ensuring all equipment is delivered in good working conditions and is correctly installed. If any issues arise, the Contracting Officer or designated representative will notify the contractor, and the contractor must immediately take corrective action. In cases of non-compliance, the Contracting Officer may issue a stop-work order until the issue is resolved. 9. Government-Furnished Property The government will supply 110-volt power at the junction box on the exterior of buildings where boxes will be installed and at each light pole. 10. Inspection and Acceptance Inspection: The Contracting Officer s Representative (COR) will inspect and test the equipment to verify functionality and ensure the radios meet all specified requirements. Inspection Procedure: The Contracting Officer s Representative (COR) or Point of Contact (POC) will be present during the inspection to verify that all callboxes and accessories are functional and meet the government requirements. Acceptance: The COR/POC will complete the inspection and verify that all equipment is delivered in working condition. 11. Unauthorized Services Any services or modifications not explicitly stated in this SOW are not authorized. This includes: Maintenance or repair services outside of the 4-year warranty period unless requested by the contracting officer. Additional work requested by anyone other than the contracting officer will not be compensated and will be considered part of the original contract unless agreed upon through a written modification. Indicate FSS/GSA contract number or Open Market, as applicable. Tax ID number. Company Socio-Economic SIZE (example large, small, SDVOSB, VOSB, WOSB etc.) Capability statement showing authorization to supply and install Emergency Callboxes. Evidence of Past Performance or experience in providing the specified product. Confirmation of ability to meet delivery timelines and warranty service. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in SBA Veteran Small Business Certification (VetCert) (see internet site: https://veterans.certify.sba.gov/). Interested firms are reminded that in accordance with FAR 4.1201(a) Prospective contractors shall complete electronic annual representations and certifications at the System for Award Management (SAM) as a part of required registration in conjunction with FAR 4.1102(a) that states, Prospective contractors shall be registered in the (SAM) database prior to award of a contract or agreement. Therefore, due to time constraints, vendors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award. This notice does not commit the Government to award a contract, nor does it restrict the Government to a particular acquisition approach.
