Description
The Army Contracting Command - New Jersey, located at Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Project Manager for Combat Ammunition Systems, intends to issue a Request for Proposal (RFP) W15QKN-25-R-0049 for the manufacture and delivery of PA154,PA157, and PA191 Metal Containers to meet the anticipated Army production requirement specified for Fiscal Year (FY) 25 - FY28. The PA154/PA157/PA191 Metal Containers are gasket sealed rectangular metal containers that serve as the outer pack for the 60mm/81mm/120mm Mortar Cartridges. The PA154 Metal Container support the 120mm Smoke and Illum Mortar Cartridges M929/M930/M983. The PA 157 Metal Containers supports the 81mm Smoke and Illumination Mortar Cartridges M819/M853A1/M816. Additionally, the PA154 holds two 120mm Mortar Cartridges, the PA157 hold three 81mm Mortar Cartridges, and the PA191 holds eight 60mm mortar Cartridges. The Metal Container manufacturing process consists of several operation. Container hardware (body ribs, hasps, latches, latch link retainers, and gasket retainers) and cover panels are forms via stamping of sheet steel through the use of presses and applicable dies. The United States Government (USG) intends to satisfy the requirement by soliciting for offeror(s) through Full and Open Competition (F&O) in accordance with Federal Acquisition Regulation 6.1 F&O Competition through the use of competitive proposals. The USG will evaluate offeror(s) proposal(s) using a Lowest Price Technically Acceptable (LPTA) Source Selection Process approach. Offeror(s) will be rated LPTA when best value is expected to result from selection of a technically acceptable proposal with the lowest evaluation price. Offeror(s) will be afforded the opportunity to submit a proposal for either one, two, or all three of the container types. Each proposal will be evaluated separately. The USG anticipates awarding one or more Firm Fixed Prices, Indefinite Delivery Indefinite Quantity contract(s) for each container type with five one-year ordering period to support FY 25-FY28 requirement. If the USG makes multiple awards, one will be reserved for small business. The PA154/PA157/PA191 Metal Containers shall be manufactured, inspected, assembled, packaged and delivered in accordance with the USG Technical Data Package and applicable contract requirements, which will be available upon solicitation release. Please note this notice does not constitute a RFP. the anticipated award is scheduled for September 2025. it is expected that the solicitation will be posted in FY 25, Quarter 3.
