- CONTRACTOR S REQUEST FOR INFORMATION AND GOVERNMENT RESPONSES The description for Alternate #3 on drawing GI001 makes reference to an infrared scan. We are not able to locate this reference document. Please provide the infrared scan document. See RoofScan Report dated: January 20, 2023, prepared by Pinnacle Engineering, LLC. The description for Alternate #3 on drawing GI001 appears to require Alternate #3 to be an additive line item. The description on for Bid Item IV in the Price/Cost Schedule on page 7 of 81 of the IFB clearly describes this line item as a deductive line item. Please confirm that the cost of the roof repairs is to be included in the Base Bid and a deductive price is to be provided in the Bid Item IV in the Price/Cost Schedule. Provide Alternate #3 as indicated in the price/cost schedule on page 7 of the IFB to be a deductive line item Please confirm that the Superintendent can also perform the duties of the SSHO as well. The site Superintendent may perform the duties of the SSHO. If permitted to serve as the SSHO, the site superintendent must meet the minimum qualifications for both SSHO and Superintendent. Fire Protection note #12 on drawing FP000 requires a coordinated set of shop drawings . Spec section 21 13 13 requires shop drawings and hydraulic calculations as well. The work of the project is only to add and relocate sprinkler heads on an existing system. Please confirm that shop drawings and hydraulic calculations will not be required for this project. Follow NFPA 13 chapter Existing System Modifications . Provide shop drawings with product data for new materials for areas within the Area of Work that will be added or modified. Sprinklers shall not be re-used per NFPA. Show enough of the existing system on the shop drawings to make all conditions clear as directed by NFPA 13. Hydraulic calculations will not be required unless required by NFPA 13. Once the existing ceilings are removed, does the government require that the existing sprinkler heads be turned to the upright position during construction until they can be turned back down into the new ceiling grid? Yes. On drawings AE010, for the wall designation G3d 2 S, what does the 3 represent? One of the electric panels in the corridor are removed and relocated to Rm DG50, the existing vinyl wall guard will need to be replaced given the holes in the existing wall guards due to the space occupied by the electric panels. Please provide the product specification for the existing vinyl wall protection guards. Specifications will be provided. In the same area the electric panels in the corridor are removed and relocated to Rm DG50, are the existing handrail and crash rails to be extended to the adjacent doorway? Yes Are the existing ceiling mounts for the TV monitors to be included in the demolition or will they be removed by the government? All the medical related equipment and devices will be removed by the government. Please confirm that any devices, furnishings, equipment, cubical track curtains, etc that will remain in the space to be renovated and are not indicated on the drawings to remain are to be removed by the contractor and disposed. Yes The space above the ceilings is only 27 inches and is grossly insufficient for the new work to be installed. Will the government consider lowering the ceiling height to 8 ft for the new Admin Space DG52? It is the intent of the design to keep that ceiling as close to 9 -0 as possible. The AE and VA will work with the awarded contractor during construction regarding the ceiling height and the above ceiling work required. 8 -0 is the minimum ceiling height required. Can the FM 4991 requirement for firestopping be override if the subcontractor is registered with SAM to work on military projects? Or is it acceptable if they are qualified as an Accredited Firestop Contractor (HAFSC). Follows the TIL requirements. Is there any roofing work and which areas would they be? See Sheet AE300 for roof work and coordinate roofing with MEP and the infrared scan report dated 1/20/2023. Where will the electrical panels be removed in the corridor, and the wall will be filled in, what is the color that the KTR must match? Color will be provided by VA. The drawings incorrectly reference the water filtration room, will these be corrected? Yes Will the work be done during working hours and will that part of the hospital be open during construction. Patient care is very important to the VA that may lead to working hours consisting of day, night and on weekends. The hospital will be open during construction. To be included in TAB B , the solicitation calls for: d. Complete Brand Name or Equal Clause and submit with electronic offer. We see that Page 42 contains the 4.6 CONSTRUCTION MATERIALS BRAND NAME OR EQUAL LIST Are we right to assume, that this submission is if needed ? So, if we are not using any equal product, we do not have to submit anything. If you are not using any equal product, you are still required to complete the Complete Brand Name or Equal Clause. In this case, you will provide the brand name. This is not a if needed requirement. It is required to complete either with a brand Name or Equal Product, whichever is applicable. Since we were not able to observe the active space were dialysis is currently being performed as required by FAR 52.236.3, we respectfully request another site visit as was discussed during the initial site visit. A second site visit was held on May 8, 2025, at 10:00 AM Eastern Daylight Time. However, the drawings do not identify the locations the trench detail is to be provided. Please provide a drawing which identifies the locations the trench repair is required to be provided. The trench repair detail G10/Sheet AE110 is provided for the patching of the existing concrete slab as required by the MEP SOW. See Note A, Sheet AE110 PATCH EXISTING CONCRETE FLOOR SLAB AS REQUIRED BY MEP SCOPE OF WORK. SEE MEP DRAWINGS FOR PIPING AND DRAIN REMOVAL AND COORDINATE FLOOR PATCHING PRIOR TO INSTALLATION OF NEW FLOORING. The drawings and specifications do not appear to require any permanent signage to be provided. Please confirm permanent signage (room signs, location signs, wayfare signs, etc are not required for this project. Permanent signage (room signs, location signs, way fare signs, etc. are not required for this project. Have the floor slabs been applied in previous renovations with a leveling compound in which delamination during the floor finish removal process could be a concern? If so, we request the government provide an allowance quantity we are to include in our proposal for the repairs. 10% allowance 27. Can a single person perform the duties of the Superintendent, SSHO, and CQC Systems Manager if they otherwise qualify for the respective positions? No. Each sheet of the drawing set is evenly dated August 17, 2023. Please confirm that this is the most current set of drawings documents and that no other drawing set exists upon which we are to base our proposal upon.
