There is no bid package or solicitation currently available. In order to protect the integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Notice Type: Sources Sought Response Date: June 6, 2025, 11:00 am Thailand Time This notice serves to inform the public about an upcoming project in Chiang Mai in northern Thailand, approximately 700 km north of Bangkok. The project is located within a Royal Thai Air Force (RTAF) base. The government anticipates issuing a solicitation around June 2025. Additionally, this notice seeks to gather names of contractors interested in attending the site visit for the Base Access Request (BAR), which will be facilitated by the US Government. Projects Description: This Design-Build (DB) project involves the construction of a single-story, column-free warehouse facility. This project must be designed and constructed in accordance with either the International Building Code (IBC), the Unified Facilities Criteria (UFC), the Federal Aviation Administration (FAA), the International Civil Aviation Organization (ICAO), and other applicable Thai government regulations as stated in the Request for Proposal (RFP). All constructed facilities must adhere to applicable quality, safety, and environmental standards, ensuring resilience against adverse weather conditions, including heavy rainfall during the rainy season. The Contractor is required to retain a Geotechnical Engineer experienced and licensed in the geographic region of the project to develop geotechnical requirements to support design and construction. Additionally, the contractor must integrate sustainable design principles to reduce long-term maintenance costs and promote environmental stewardship. The proposed requirements are as follows: CLIN 0001 Construct a Single-Story Warehouse, Chiang Mai, Thailand Design and construct a single-story, column-free warehouse facility with approximate dimensions of 54 meters by 18 meters and a minimum clear headroom of 7 meters from the finished floor to the low point of the rigid steel frame haunch. This covered warehouse structure features a reinforced concrete floor with perimeter pedestals, concrete columns, a structural steel roof frame, and metal sheet roofing. The column-free interior warehouse floor will be designed to support industrial-grade loading, capable of accommodating forklift operations and portable manual crane activities with a load capacity of 10,000 kgs. The facility will also feature an electrically operated entrance door of adequate height to ensure seamless access for forklifts and manual cranes. CLIN 0002 Construct Enclosed Wall for the Single-Story Warehouse, Chiang Mai, Thailand Provide a 20 cm thick reinforced concrete masonry unit (CMU) walls, finished with plaster and paint, extending to a height of 3.00 m above the finished floor level. Above this, the walls shall be a metal sheet ventilated louver, spanning from 3.00 m above the finished floor to the underside of the roof sheet. Provide galvanized steel roller shutter doors, width 6 m, height 5.5 m with electric motorized operation and manual override. Provide a corrosion-resistant mesh over all ventilated grilled walls, open areas, such as vents, eaves, and other openings that could allow bird entry. Project Magnitude is between US$250,000 and US$500,000 (FAR 36.204 Disclosure of the magnitude of construction projects). A Pre-Proposal Site Visit (PPSV) for this project is tentatively scheduled for June - July 2025. The site visit allows Offerors to familiarize themselves with the job sites and current conditions but is not intended for answering questions. Offerors interested in the project must complete the attached Base Access Request (BAR) form and provide the required information for the PPSV. The completed form should be submitted to the site access coordinators listed below no later than 11:00 am. Thailand Time on June 6, 2025. The driver can enter the base but must remain in the vehicle throughout the site visit. The driver is not permitted to attend the site visit or replace any of the attendees during the site visit and must present a valid form of identification or passport for base access. - Contractors are not allowed to inspect the project sites outside of the scheduled site visits. Any Contractor that does a site inspection outside of the scheduled site will be disqualified and ineligible for award due to having a competitive advantage. - All information relevant to the site visits will be posted on SAM.gov. Emails requesting confirmation for site visit times, locations, and other information that is clearly stated on SAM.gov will not be answered.
