- ***Update: On May 21, 2025, Amendment 0001 to the Phase 1 solicitation was issued to the offeror(s) who submitted proposals before the deadline and who have not been eliminated from the competition. ***Update: A Q&A document has been posted on May 7, 2025 with answers to questions that were submitted. The U.S. Army Corps of Engineers, Kansas City District, has a need for design and construction of a site-specific debris boom at Harry S. Truman Dam in Warsaw, Missouri. This will be a design-build construction project. The requirements are described in more detail in the solicitation. ***IMPORTANT NOTE*** This is Phase 1 of a two-phase RFP. It is being conducted in accordance with the two-phase design-build selection procedures authorized in Federal Acquisition Regulation subpart 36.3. In Phase 1, offerors submit a qualifications proposal to demonstrate their capability to successfully execute design-build construction work under the contract resulting from this solicitation.
