- Notice of Intent FEMA Pivot Operations and Maintenance Description: Within FEMA, the National Flood Insurance Program (NFIP) aims to reduce disaster suffering by providing affordable insurance to property owners, renters, and businesses as well as encouraging communities to adopt and enforce floodplain management regulations. The information system that supports the NFIP�s mission is Pivot: a data aggregation, validation, processing, modeling, and reporting system. The USDA Digital Infrastructure Services Center (DISC) under the Office of the Chief Information Officer (OCIO) supports the DHS/FEMA NFIP - Pivot System. Pivot serves as the NFIP�s System of Record (SOR) for all flood insurance claims and policies and is considered a mixed-financial system. Pivot�s primary purpose is to process and validate insurance data collected by various stakeholder systems; provide business process workflows; and generate reports to support NFIP�s business operations. Currently in its Operations and Maintenance phase, Pivot requires a wide array of IT services including DevSecOps in FEMA�s Enterprise Google Cloud Platform utilizing Scaled Agile Framework (or similar Agile methodology), holistic software quality assurance, systems security, data reporting and analytics, program/project management, and various support services. The scope of this effort includes project management, data reporting/analytics, and DevSecOps utilizing Scaled Agile Framework (SAFe) Agile methodology (or similar) and support services for the FEMA Pivot system as well as other affiliated applications in support of the NFIP. This means that FEMA requires a wide array of IT services and ancillary other direct costs (ODCs), e.g. software and maintenance, in support of a mixed-financial system. The contractor serves as a subject matter expert (SME) and a source of information for FEMA staff, WYO insurance companies, and the NFIP Direct contractor as they work to provide the information required by the NFIP to execute flood insurance business operations, leveraging Pivot and other NFIP systems/applications. The contractor shall support activities that include tracking, collecting, disseminating, maintaining, and updating information on the Pivot system/applications.
