Description
W912ES-25-SS-0004 The U.S. Army Corps of Engineers, St. Paul District Contracting Division, has an upcoming requirement for Steel Material for Fabrication of Miter Gate Anchorages, and is seeking interested sources from all business concerns that are capable of providing the material required. The project description is as follows: The Contractor shall provide four (4) A709 HPS 100W 4� thick x 8� x 20� steel plates cut into three (3) equal pieces (80� x 96�) and include delivery to US Army Corps of Engineers Service Base in Pleasant Valley, IA. ASTM A709 HPS 100W Plate Specifications. Steel must be compliant with DFARS 252.225-7030, Restriction on Acquisition of Carbon, Alloy, and Armor Steel Plate. A. Dimensions of master plate is 4� thick x 8� x 20� and then cut into three equal sections of 4� x 6� 8� x 8� (plus/minus ��). B. A 4� x 4� sample of steel to be cut from any of the four corners of each piece is acceptable to conduct testing. C. Per ASTM A709/A709M Paragraph 4.1 and 4.2, �W� denotes the requirement for impact testing of the material, where �W� denotes that the material will be used for fracture critical, tension components (See Paragraph 10.2 Referring then to Table 10). D. Minimum tensile strength of 100-130 ksi (690-895 MPa) and Yield strength of 90ksi and Minimum elongation % per Table 1, ASTM A709/A709M E. Charpy V-Notch impact toughness Test per Table 12 with Zone 3. F. Chemical Requirements per Table 7. G. Final product shall be clean and free of any oil or grease, dross, slag or burrs. All cut edges (regardless of method) shall have a surface roughness acceptable for welding. H. Final product shall be legibly marked with the applicable designation, grade, heat number, size and thickness, name brand, or trademark of the manufacturer for identification and shipment. I. Bundle and band the steel material as required for shipping, with cribbing at minimum six inches above the base of the shipping platform to allow offloading with a forklift and/or crane. Covering of the material during shipment is not required. J. Mill Certificates shall be submitted after the Contractor verifies the material meets all the aforementioned test requirements. K. Delivery by January 1, 2026. The North American Industry Classification System (NAICS) code is 331110 with a small business size standard of 1,500 employees. Any resulting solicitation will comply with the terms of the Buy American Act. This is not a request for proposals, but instead market research to determine interested sources and availability prior to issuing the solicitation. The purpose of this Sources Sought Notice is to obtain an indication of capability information regarding timeframe and minimum order quantity of those interested sources. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for the information they provide. If you are an interested concern, please provide the following information: 1.) Business name and Point of Contact; 2.) CAGE code; 3.) Indication of business size (large, small) and small business status if applicable (ie. HUBZone, 8(a), or SDVOSB; and 4.) A brief Statement of what mill (verify a US mill) you are sourcing from, whether the availability, the quantity, and the timeframe are workable. Please elaborate on feasible minimum order quantity within the timeframe, ie. what timeframe (lead time) works with this quantity, and/or what minimum quantity must happen to make this timeframe work. Electronic responses are preferred and telephonic requests for information will not be honored. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Responses are due no later than 3:00 p.m., Central Time, on May 30, 2025, to the attention of Karl P. Just, Contract Specialist, via e-mail to karl.p.just@usace.army.mil.
