PRODUCT DESCRIPTION FOR AFSFC HANDCUFFS AND WHISTLES 21 May 2025 1.0 BACKGROUND: The Air Force Security Forces Center (AFSFC) has been tasked to assess the viability for an enterprise level purchase of handcuffs and whistles for use by members of the AFSFC during the course of their workday. Handcuffs and Whistles are used for a wide variety of duties ranging from everyday use to heavy use in high stress tactical situations. 2.0 SCOPE: This request is to assess the viability and impact of purchasing handcuffs and whistles on an enterprise level to meet the needs of the Air Force. In order to be sufficiently durable the handcuffs must meet the following specifications: steel construction, nickel finish, minimum of 21 locking positions, two heat treated steel connecting links that swivel, double locking system, inner perimeter range must measure from 5.9"" to 8.3"", must include minimum of two keys, and must meet or exceed U.S. National Institute of Justice handcuffs/restraint standards (NIJ 0307.01 and/or NIJ 1001.00. Whistles must meet the following specifications: Black color, made from durable non-metallic material, high decibel sound (115+ dB), comes with a split ring to enable easy carry, wear or key chain/ring attachment, pea-less to be able to perform in all climates, support global year-round use. These hand cuffs and whistles are needed to facilitate a wide range of duties from Air Force Personnel from everyday use as a part of the uniform, to heavy use in the field to assist in the control of tactical situations. 3.0 MINIMUM REQUIREMENTS: To adequately perform their duties, the AFSFC is asking that the handcuff meets with all of the following specifications: � Nickel finish � Steel construction � Minimum of 21 locking positions � Two heat treated steel connecting links that swivel � Double locking system � Inner perimeter range must measure at least between 5.9� through 8.3� � Includes minimum of two keys � Must meet or exceed U.S. National Institute of Justice handcuffs/restraint standards (NIJ 0307.01 and/or NIJ 1001.00) AFSFC is asking that the Whistle meets with all of the following specifications: � Black color � Made from durable non-metallic material � High decibel sound (115+ DB) � Comes with a split ring to enable easy carry, wear or key chain/ring attachment � Pea-less so able to perform in all climates, support global year-round use
