Description
Sources Sought Synopsis The Department of Housing and Urban Development (HUD) is issuing this Sources Sought Synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for contractor support to provide FHA Underwriting Training program to the employees of the Office of Multi-Family Housing (MFH) Programs. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is NAICS Code 611430 �Professional and Management Development Training (Size Standard $15 million) and Product Service Code (PSC) U009 � Education/Training - General. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will utilize market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Based on the responses to this Sources Sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by COB Thursday, June 2, 2025. Background: The U.S. Department of Housing and Urban Development (HUD), Office of Field Support and Operations (OFSO) is located in the Office of Multifamily Housing Programs (MFHP). ?OFSO manages the FHA 223(f) Underwriter training program, which enables affordable financing and refinancing options to provide FHA Underwriting Program. Under Section 223(f) Refinancing or Acquisition program based on specific statutory and regulatory requirement for Multifamily housing founded in the National Housing Act. The MAP Guide 4430.G is the Multifamily housing underwriting governing document. ?The identified firms shall conduct a 6-month instructor-guided annual training, �FHA Multifamily Underwriter Program� for the lending industry and lenders that seek FHA-approval from HUD to underwrite FHA-insured multifamily mortgages. The HUD participants will participate in a 6-month web-based training. The course requires a significant personal commitment by participants � both in terms of web-based classes during the work week and time intensive homework. Participation and successful completion of the course aids in developing the skills of HUD Multifamily staff working in an underwriting or technical assistance role. General Description of Work: Please see the �draft� Statement of Work (SOW) for specific details about the courses below and tasks associated with this effort: Borrower Organizational Structures and Identifying Active Principals and Controlling Participants Borrower Mortgage Credit Analysis and Financial Statement Analysis HUD Form Review Deriving Multifamily Income and Expenses Property Inspection CNA Report and CNA e-tool Environmental Analysis Market Survey and Analysis Appraisal Principles and Procedures Valuation Analysis Loan Closing and Loan Documentation Rate Lock and Securitization and Multifamily Lending Risk and Risk Mitigants to understand how the data impacts loan decisions for an FHA-insured multifamily mortgage and interpreting appraisals in support of the underwriting process. The training must be specific to current MAP Guide requirements and current approved HUD forms Administer a closed book mid-term and final examination to assess participant progress Provide completion certifications to participants who successfully meet the training objectives Detailed descriptions of the specific task are provided in Section IV of the Government�s �draft� Statement of Work (SOW). Contemplated Period of Performance: The period of performance is from January 6, 2026, to June 30, 2026 Contemplated Performance Metrics: Ability to perform all tasks outlined in the �draft� SOW. Contemplated Report Requirements: Please see the deliverables noted in the �draft� SOW. Contemplated dollar value of the project: $85,000.00 Contemplated Place of Performance: The place of performance shall be at the Contractor�s facility for web-based training.
