- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. Project Title: Guam Construction Security Monitoring (CSM) Supporting Construction Services and Equipment Contract Project Location: Andersen Air Force Base, Guam Product Service Code: R430, Support- Professional: Physical Security and Badging Project NAICS: 561612, Security Guards and Patrol Services The U.S. Army Corps of Engineers, Baltimore District (NAB) is providing a PRE-SOLICITATION notice pursuant to FAR 5.204 for an upcoming solicitation. This Sources Sought Notice is issued as a means of conducting market research to identify parties having an interest in and the resources to support the requirement. The responses to this Notice will be used for planning purpose. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of an RFP; nor does it commit the Government to contract for any supply or service. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future Solicitation, if any is issued. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this notice. The Government intends to issue a solicitation using FAR Part 12 Commercial Item procedures and utilizing the Lowest Price Technically Acceptable (LPTA) Source Selection process and award a Firm-Fixed-Price (FFP) contract as a result of the solicitation. PROJECT DESCRIPTION: This contract shall provide a complete Construction Site Security Monitoring (CSSM) services for the P-693 Guam Defense System Site 14 (GDS P-693) Secure Facility project. The CSSM contractor shall include all aspects of physical, personnel, technical, and procedural security as required for a supported secure project to fully comply with Intelligence Community Directive (ICD) 705 and the Construction Security Plan (CSP) to ensure successful accreditation of the secure facility. The purpose of this requirement is to provide temporary construction security infrastructure, equipment, and services as well as construction security surveillance services in accordance with (IAW) the ICD705 and Department of Defense (DoD) policies The contract scope shall include construction security program management, administrative, construction surveillance operations, to include demobilization and closeout. SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are required to submit a capabilities statement of no more than ten (10) pages in length in Times New Roman font of not less than 10 pitch in one (1) .pdf file, double sided pages will count as two (2) separate pages. The deadline for responses to this request is no later than 11:00 AM Eastern Standard Time (EST) on 10 June 2025. Responders should address ALL of the following in their submittal: Firm�s name, address, point of contact, phone number, e-mail address, CAGE code and Unique Entity ID. Indicate if your company is currently registered with the Systems for Award Management (SAM) database. If not, indicate if it has been registered or does it plan to register. Contractors must be registered in SAM at time of bid/proposal due date. Please see https://sam.gov/portal/SAM/ for additional registration information. In consideration of NAICS code 561612, with a small business size standard of $29,000,000, indicated the firm�s size (large or small). Indicate if your company is currently prohibited from doing business with the Federal Government. Yes/No. (If yes, explain). Provide at least two (2) example projects similar to the project description above completed by the interested prime contractor in the last ten years. Projects shall be no less than $2M. Include Contract Number and Point of Contact information for the examples provided, in order for the Government to verify the past performance on indicated projects. Respondents should have experience in the areas listed below and provide narratives identifying the specific experience: Antiterrorism standards Locality familiarity in Guam and/or the surrounding area Construction security infrastructure, equipment, and services Adherence to safety standards Quality control standards Security services in requirements that have a period of performance over 2 years Temporary construction and removal of security facilities A narrative statement demonstrating the primary nature of your business, an overview of your firm�s capabilities of projects of similar nature to this requirement. Include specific information regarding the following criteria: Construction Security Monitoring Services, including the ability to provide the following: Site Security Manager (SSM) Possess a U.S. TOP SECRET clearance Three (3) years of experience working as an SSM Must have completed Department of State SSM training or possess a waiver Cleared American Guards (CAGs) Possess a U.S. SECRET clearance Construction Surveillance Technicians (CSTs) Possess a U.S. TOP SECRET clearance Site Security Coordinator (SSC) Possess a U.S. TOP SECRET clearance Five (5) years relevant experience Possess experience in an SSC role Lead Cleared American Guard (CAG) Possess a U.S. SECRET clearance Five (5) years relevant experience Lead Construction Surveillance Technician (CST) Possess a U.S. TOP SECRET clearance Five (5) years relevant experience Ability to facilitate the installation and removal of the following security facilities: Access Control Facility Sally Port Secure Storage Area Warehouse Audio Visual System Vibration Perimeter Alarm System 8. Has the contractor done work for the Intelligence Community? Responses will be shared with the Government and the project design team, but otherwise will be held in strict confidence.
