- PRESOLICITATION NOTICE Subject: Electrical power and ancillary services Proposed Synopsis Date: 02 June 2025 Contracting Office: N33191 NAVFAC EURAFCENT Address: PSC 817 BOX 51 FPO, AE 09622 NAICS Code: 221122, Electric Power Distribution Classification Code: S112 � Utilities � Electric View Solicitation - Place of Performance: Italy The Naval Facilities Engineering Command Europe Africa Central (NAVFAC EURAFCENT), Naples, Italy plans to issue a Solicitation that will result in the award of one (1) Firm Fixed Price Agreement for the supply of Electrical Power and ancillary services to US Department of Defense accounts located in the following regions: Friuli, Campania, and Sicily. The contractor will furnish all labor, management, supervision, tools materials, equipment, incidental engineering and transportation necessary to perform these services. The agreement period of performance is anticipated to consist of a two-year period of performance starting on 01 Sept 2025, which will amount to 33 delivery points (POD), for an estimated total annual (12 months) consumption of 155,318 megawatt-hours (MWh) per year. This procurement will utilize the Lowest Price Technically Acceptable Source Selection procedures, requiring the submission of both technical and price proposals. The solicitations; as well as, all notices/amendments related to this solicitation will be posted to the System for Award Management website (https://sam.gov). All interested firms must be registered on the System for Award Management websites in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the offeror to check the website daily for any updates/amendments. Prospective offerors will have access to the solicitation at the System for Award Management web site by searching for the solicitation number once published. Offerors are encouraged to check the System for Award Management website frequently in order to be notified of any changes to the solicitation. IMPORTANT NOTE: All offerors MUST be registered in the System for Award Management (SAM) website (https://sam.gov) to be considered for award of any United States of America, Department of Defense contract. In order to register in SAM, offerors must have a Commercial and Government Entity (CAGE) Code (U.S. firms) or a NATO Commercial and Governmental entity (NCAGE) Code (foreign firms). The SAM requirement applies to all contract awards, regardless of the country where the work is performed. It is highly encouraged for prospective offerors to begin the SAM registration process as early as possible.
