- Industry Day Summary Event Held on: 16 May 2025 The Industry Day regarding the Unaccompanied Enlisted Personnel Housing (UEPH) project was held on 12 May 2025. The U.S. Army Corps of Engineers (USACE) � Baltimore District (NAB) presented the attached slides to show the complexities of the project to gain knowledge and expert opinions on the current Courses of Action (COA�s) that are under consideration. After the presentation and discussing the complexities of the project, Industry indicated their preference was for two (2) separate contracts (one for the Relocatable Barracks (RLBs) and one for the UEPH project) to minimize risk. USACE-NAB then submitted the following Requests for Information (RFI�s): RFI #1: Would your interest change if the project were to be solicited as an Lowest Price Technically Acceptable (LPTA) rather than the Best-Value Trade-Off (BVTO)? RFI #2: What criteria would you recommend. The responses to the RFI�s are listed below: RFI #1 Responses: Yes. Our preference is LPTA. Interest would increase if the project were solicited as a Lowest Price Technically Acceptable (LPTA) procurement. In our experience, Best Value Trade Off (BVTO) procurements can often be subjective and dependent on quality factors that may favor larger firms with greater internal resources. While LPTA is not without its drawbacks, such as the potential for driving prices too low, it does offer a more level playing field for firms of mid-size with capabilities. Contractors want to deliver a quality and safe project within the project schedule. This is better accomplished with selecting the most qualified subcontractor partners with the right expertise. This may not equate to the lowest price. We therefore believe BVTO is the right approach and would be less interested with LPTA. Contractor prefers the LPTA approach and two (2) separate contracts. Contractor prefers a Two-Step Best-Value solicitation versus hard bid LPTA in nearly all scenarios. Competitively bidding projects in a traditional bid day scenario are a significant expense. Also, LPTA doesn�t establish an environment of collaboration, providing added value, and lower construction cost at the end of a project. We desire a contractual relationship that allows the contractor to positively impact a project through collaboratively solutioning challenges, providing a client the best value for every dollar spent on their project where we can make the most significant impact � at the earliest stages. We believe a Best Value Tradeoff will provide USACE with the most qualified contractors to competitively bid the UEPH project. A solicitation of LPTA for a project of this size and complexity would be less attractive. The Contractor recommends that USACE issue the UEPH Joint Base Myer-Henderson Hall project as a two-step, best value tradeoff solicitation. The shortlist should include no more than three to five contractors from step one to step two. RFI #2 Responses: We believe that the �technically acceptable� criteria should be grounded in objective and verifiable factors such as bonding capacity, litigation history, safety record, finical stability, a minimum of 10 years in business, and a strong local presence. Similar projects on Joint Base Myer-Henderson Hall should be considered regardless of construction not being completed within the last ten (10) years as specified. This is a unique base with numerous ceremonies, daily activities, and minimum storage space. Contractors who have performed similar projects at JBML should be able to use this as relevant experience. If this is not possible, we would ask that the term for project relevancy be extended to 15 years. If a BVTO solicitation is chosen, the following criteria is recommended: Company�s and Proposed Project Team�s previous experience working within an active campus environment. Company�s and Proposed Project Team�s previous experience related to military or other campus environment housing construction projects. Betterments and proposed accelerated schedule. Recommend a contractor able to see the BIG PICTURE of overall campus logistics versus having an eye only on how the rest of the campus is impacting the construction of the two housing buildings. Considering the local and national craft shortage, would recommend that a general contractor�s ability to self-performance scopes of work will be critical to the success of the project. Recommend pricuring the contractor as soon as possible under a Guaranteed Maximum Price contract. We recommned the following criteria: Phase 1 - Technical proposals: Experience with 3-5 projects: Provide three (3) example projects similar to the requirements described (in the RFP), completed within the past ten (10) years, or at least 50% construction complete from this RFP's issuance date. The second phase is the other half of the building that will be built immediately adjacent and will eventually tie into the Phase 1 building. Past Performance Management Approach. TIME: 0900 � 1730 EDT LOCATION: George H. Fallon Federal Building � 31 Hopkins Plaza, Baltimore, Maryland 21201. This special notice is an announcement to advise of an upcoming Industry Day Event that will take place on 12 May 2025 at 0900 EDT. This event is to provide information regarding the Unaccompanied Enlisted Personnel Housing (UEPH) project and the challenges it faces. There will be a presentation by USACE followed by a Question-and-Answer session, then One on One Sessions. There are a total of six (6) slots for the One-on-One Sessions, if interested, please email both Amber Rose at amber.L.rose@usace.army.mil and Tamara Bonomolo at tamara.c.bonomolo@usace.army.mil no later than 06 May 2025 and include your capability statement along with your companies bonding capability with similar scope of work. Scope of Work: Construct standard design barracks to include living quarter suites to accommodate 200 Soldiers, clothes steam and barber rooms. Primary facilities include cybersecurity and antiterrorism/force protection (AT/FP) measures, building information systems, fire protection and alarm systems, intrusion detection system (IDS) installation, and energy monitoring control systems (EMCS) connection. Sustainability and energy enhancement measures are included. Supporting facilities include site development with demolition, utilities and connections, steam for clothes pressing room, storm drainage, paving, parking, walkways, lighting, information systems, landscaping, and signage. Heating and air conditioning will be provided by a self-contained system. Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Building standards will be provided. Comprehensive building and furnishings related design services are required. Access for individuals with disabilities will be provided as appropriate. Facilities will be designed to a minimum life of 40 years in accordance with DoD�s Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Demolish 16 buildings at Joint Base Myer-Henderson Hall, VA (30,897 Total SF). Air conditioning (Estimated 420 Tons). Fallon Building Entrance Instructions: People visiting the Fallon Building and HCS Professional Development Academy will need to enter through the main entrance on the plaza-side of the building. Once through security (if they do not have a PIV or CAC) then the individuals will go to the elevator bay and take an elevator down to G (Ground). The HCS Professional Development Academy is located opposite IRS. I mention that because there are prominent signs for IRS but not the Academy. Once IRS is located, the individual will essentially look behind them for the main entrance at the Academy. Once arrived, the guests will need to ring the grey circular button/bell to notify personnel that there is someone at the door. We will admit them and provide them direction to the classroom.
