In order to protect the integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Notice Type: Sources Sought Response Date: May 19, 2025, 11:00 am Thailand Time This notice serves to inform the public about an upcoming project in Lopburi Province, approximately 150 km northeast of Bangkok. The project is located within a Royal Thai Army (RTA) range. The government anticipates issuing a solicitation around May 2025. Additionally, this notice seeks to gather names of contractors interested in attending the site visit for the Base Access Request (BAR), which will be facilitated by the US Government. Due to host nation security requirements, the only way to access the site visit is the BAR submitted by the US Government. Any requests for site access after the response date will not be considered. Projects Description: This Design-Build (DB) project involves the construction of a Logistics Resupply Pad (LRP) and improvements of a 21 km compacted crushed/gravel access road. In addition, the road requires low water crossing points composed of reinforced concrete slab fords. This project must be designed and constructed in accordance with either the International Building Code (IBC), the Unified Facilities Criteria (UFC), and other applicable Thai government regulations as stated in the Request for Proposal (RFP). All constructed facilities must adhere to applicable quality, safety, and environmental standards, ensuring resilience against adverse weather conditions, including heavy rainfall during the rainy season. The Contractor is required to retain a Geotechnical Engineer experienced and licensed in the geographic region of the project to develop geotechnical requirements to support design and construction. Additionally, the contractor must integrate sustainable design principles to reduce long-term maintenance costs and promote environmental stewardship. The proposed requirements are as follows: CLIN 0001 Construct Logistics Resupply Pad, Lopburi, Thailand Design and construct a reinforced concrete pad measuring 200 meters by 16 meters with a minimum thickness of 250 millimeters to serve as a Logistics Resupply Point (LRP). The pad will be constructed using reinforced concrete pavement on grade, designed to withstand the demands of heavy-wheeled vehicles with a maximum weight of 25 tons and a live load capacity of 10 kPa. Adequate drainage shall be incorporated into the design, using a carefully planned slope to direct water away from the surface. The construction process will adhere to industry standards for material selection, reinforcement, curing, and load-bearing assessments to ensure a durable and reliable logistics pad. CLIN 0002 Improve 15 Km Access Road, Lopburi, Thailand Enhance and improve the existing 15-kilometer compacted crushed/gravel access road, extending from Km 0 to Km 15, leading to the range. The upgraded roadway will undergo systematic grading and compaction, followed by the application of a compacted crushed/gravel overlay to establish a durable and stable surface capable of supporting heavy-wheeled vehicles weighing up to 30 tons. Pre-cast concrete drains will facilitate efficient water runoff. Three new low-water crossings will be constructed using reinforced concrete slab fords. These crossings are designed to accommodate the movement of heavy-wheeled vehicles with a maximum weight of 30 tons, ensuring reliable passage over water-prone areas. Each ford will have a standardized width of 4 meters, with lengths ranging from 20 meters to 50 meters. The concrete slab thickness will be determined by the Designer of Record (DOR), with a minimum required thickness of 250 millimeters to ensure structural integrity and durability. CLIN 0003 Improve 6 Km Access Road, Lopburi, Thailand Enhance and upgrade the existing 6-kilometer compacted crushed/gravel access road, extending from Km 15 to Km 21, to improve durability and operational reliability. The roadway will undergo systematic grading and compaction, followed by the application of a compacted crushed/gravel overlay to create a stable surface capable of supporting heavy-wheeled vehicles weighing up to 30 tons. The project scope includes slope improvement, re-grading of embankments, and the installation of pre-cast concrete drains to facilitate efficient water runoff. As part of this project, a new reinforced concrete-slab ford will be constructed to provide a reliable low-water crossing. The ford will be built with a width of 6 meters and a length of 70 meters. The thickness of the concrete slab will be determined by the Designer of Record (DOR), with a minimum thickness of 250 millimeters to ensure structural integrity and durability. Project Magnitude is between US$1,000,000 and US$5,000,000 (FAR 36.204 Disclosure of the magnitude of construction projects). A Pre-Proposal Site Visit (PPSV) for this project is tentatively scheduled for June 2025. The site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and conditions to be encountered and is not for the purpose of answering questions. Offerors interested in the project must complete the attached Base Access Request (BAR) and provide the required information to attend the PPSV. Submit it to the site access coordinators listed below by May 19, 2025, no later than 11:00 am Thailand Time. Due to host nation security requirements, the only way to access the site visit is the BAR submitted by the US Government. Any requests for site access after the response date will not be considered. The driver can enter the base but must remain in the vehicle throughout the site visit. The driver is not permitted to attend the site visit or replace any of the attendees during the site visit and must present a valid form of identification or passport for base access. - Due to current site conditions, standard passenger vehicles are unsuitable for travel. Contractors must arrange for a pickup truck or other off-road-capable vehicle to access the site. Transportation to the 21-kilometer access road improvement area will be provided by RTA using non-air-conditioned vehicles, such as a Humvee. Only one person per company may attend this portion of the visit, with an estimated travel time of approximately two hours. Additional personnel may meet at the Logistics Resupply Point (LRP) site, where the access road ends. Attendees should be prepared for challenging environmental conditions, including dust, mud, and wet terrain. Appropriate clothing, sun protection, face masks, and sufficient drinking water are strongly recommended. - Contractors are not allowed to inspect the project sites outside of the scheduled site visits. Any Contractor that does a site inspection outside of the scheduled site will be disqualified and ineligible for award due to having a competitive advantage. - All information relevant to the site visits will be posted on SAM.gov. Emails requesting confirmation for site visit times, locations, and other information that is clearly stated on SAM.gov will not be answered.
