- Statement of Work 2. Contract Title: Contract for data analysis and statistical services for VISN 5 Mental Illness Research, Education and Clinical Center (MIRECC) investigators. 3. Background: MIRECC researchers need to have access to data analysts and statistical staff to support MIRECC funded investigators. The main goal of this contract is to facilitate the research and mission of the VISN 5 MIRECC. The contractor will provide support throughout the life of a study, from inception to publication of final analyses. This encompasses rigorous study design, efficient management of data that ensures its quality and integrity, and statistically sound data analysis and interpretation. 4. Scope: The Division of Psychiatric Services Research will provide statistical services support for MIRECC research projects. The period of performance will be August 4, 2020 through November 3, 2020. 5. Specific Tasks: The tasks for this contract with the Division of Psychiatric Services Research will be for each project: 5.1 An analyses plan summarizing the work to be completed and a timeline for completion. The plan should include, but not be limited to, the following components: 5.1.1 Creation and maintenance of study specific tracking/screening database(s), documenting versions, changes, and decisions utilizing VPN access to a VA share drive. Data verification/integrity using the adaptive data double-entry procedure (ADDER) to ensure the maximum number of data entry errors are caught and corrected. At the completion of ADDER, data are extracted and data cleaning commences prior to analyses with decisions around missing data and outliers made. Statistical analysis of the study data. Assist investigator with manuscript, presentation, and poster creation; contributing analyses, statistical sections, graphs, tables, results and interpretation as well as to the overall flow of the material presented. Completion of the analyses plan per the timeline submitted. Maintenance of Administrative data to include adding new records annually to the database, querying system based on requests from VISN 5 investigators, providers or administrators Pre-Research data consultation and analysis 6. Deliverables: 6.1 Prior to the initiation of data analysis, the Contractor is expected to submit an analysis plan, summarizing the principal analyses to be undertaken as well as a general description of the approach and a timeline for completion. This plan should be submitted as soon as possible to the investigator and the Contracting Officer Representative following the request from the Investigator so that the Contractor and the investigator can determine the final scope of work. Also, an analyses plan may be requested for already completed projects to evaluate data for pending manuscripts and presentations. 6.2 At the conclusion of the work for each project, the Contractor shall submit a Final Report summarizing the work undertaken. 6.3 On a quarterly basis, a report of all project assignments will be provided to the CO to include investigator(s), project title, and project status update. 7. Performance Monitoring: The Contracting Officer will work closely with the investigator to insure the tasks are completed per the SOW and contract. 8. Security Requirements: Contractor will be obligated to comply with personnel security requirements. 9. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI): None 10.
