Old CBD Style (Daily Southtown Format)

This is the format that uses delimiters such as <-------<-------<.

Changes v0.01 12/14/2001

0. The file will be published every day including holidays and weekends. The 
data accumulated from the previous day (e.g. posted on 12/13/2001) will be 
included in the next day's publication (publication date 12/15/2001). Since it 
is very slow on the weekends, those publications may contain no solicitations 
and/or no awards sections.  We haven't finalized how to handle days with no 
postings to FedBizOpps.gov, but we will most likely post a shell with no 
notices to positively confirm we ran our process. There will be a status page 
accessible from the Web (www.fbodaily.com/status.html) to check system status.

1. At least 60-days advance notice will be given before the CBDHDR and CBDDATA 
file formats are changed.

Note: The format will likely go through minor changes 
in the next week while we iron out the bugs. Consider this to be a BETA format. 
It is unlikely we will change this legacy format in the future as the goal of 
this file is to maintain backwards compatibility.

2. ZIP: File names inside the ZIP file are the same as before CBDHDR and 
CBDDATA. The ZIP file itself is changed to reflect FBO instead of CBD. e.g. 
FBO1215.ZIP.

3. CBDHDR: Same length and relative position of data as before.

4. CBDHDR: 'FBO DAILY ISSUE...' instead of "COMMERCE BUSINESS DAILY ISSUE..."

Note: that this causes the actual date to move 15 positions to the left. If 
this causes problems with too many legacy systems, we will move the date to the 
exact position as before. Please comment.

5. CBDHDR: FBO#XXXX instead of PSA#XXXX.

6. CBDDATA: Headers at the top of the file have changed, but they have the same 
number of delimiters as before.

7. CBDDATA: No more Readers' Guide on Mondays.

8. CBDDATA: The following sections have been eliminated: Sources Sought, 
Special Notices, Surplus Sales, Foreign Standards.

9. CBDDATA: The tag after the delimited section "<-------<-------<U.S. 
GOVERNMENT <PROCUREMENTS<-------<" has changed from "The Commerce Business 
Daily publishes, for Federal agencies, synopses of proposed contract actions 
that exceed $25,000 in value." to "FedBizOpps.gov databases for Federal 
agencies synopsis of proposed contract actions as the Government-wide Point of 
Entry as authorized by the Federal Acquisition Regulations (FAR) Part 5."

10. CBDDATA: The tag after the delimited section "<-------<-------<CONTRACT 
AWARDS<-------<" has changed from "The Commerce Business Daily publishes, for 
Federal agencies, synopses of contract awards that exceed $25,000 that are 
likely to result in the award of any subcontracts." to "FedBizOpps.gov 
databases synopses of contract awards as authorized by the Federal Acquisition 
Regulations (FAR) Part 5."

11. CBDDATA: The following has been appended to the end of each title to 
reflect the type of notice '(notice type)' parentheses are included (e.g. 
(PRESOL), (AWARD)). This has done to allow the parsing of the type of notices 
as follows:

SRCSGT - Sources Sought Notices
PRESOL - Presolicitation Notices
MOD - Modification Notices
FILE - Documents posted to FedBizOpps (e.g. Solicitation Packages)
SNOTE - FedBizOpps' version of Special Notices. Now they tend to be used for 
notices of sole source awards and other more procurement related information. 
They are assigned to FSG categories and are parsable like Presolictation 
notices.
AWARD - Award Notices

12. CBDDATA: Within each FSG category the notices fall in this order SRCSGT, 
PRESOL, MOD, FILE, and SNOTE. AWARD remains in a separate section at the end.

13. CBDDATA: Within notices the POP section includes Place of Performance data 
and follows the POC (point of contact) information and precedes the E-MAIL: 
data.

14. CBDDATA: The end of each notice has been modified slightly from the CBD 
version as follows. In the CBD a notice would end with 'Posted mm/dd/yy 
(W-SNxxxxxx). (0ddd)<' were SNxxxxxx would reflect a serial number from GPO 
Access (e.g. W-SN515225) and (0ddd) would be the posting date in Julian format 
(e.g. 0348). Now each notices ends with 'Posted 12/14/01 (fbodaily.com 
SN00006520). (0348)<' with the difference the 'fbodaily.com' has been added, 
the SN has been expanded two digits, and now the serial number refers to a 
Loren Data counter as notices are not serialized by FedBizOpps.gov.

15. CBDDATA: A new type of notices, FILE, has been introduced. It provides 
links to documents posted on FedBizOpps.gov such as Solicitation Packages, 
Specifications, Preproposal Conference Minutes, etc. They can be just about 
anything related to procurement. When available, the notice contains the 
Document Name, Size in bytes, Type of File (e.g. ZIP), and the URL to access 
the file. The notices are formatting is compatible with a presolicitation 
notice.

16. CBDDATA: The text at the end of the data file has changed to reflect FBO 
Daily information, copyrights, etc.

Changes v0.02 12/19/2001

17. Data files can be downloaded from ftp://ftp.fbodaily.com/fbo/oldcbd/. The
site currently accepts anonymous FTP, but will require a UserID and Password
after 31-Dec-2001.

18. CBDDATA: A space character (20h) has been reintroduced between the first
< character and the Administrative office information to conform with the
original Daily Southtown format:

19. CBDHDR: In reference to Note #4 we have moved the Date to the same character
position as in the old header file for the "second line."

20. Removed extra spaces from text when two or more spaces occured in a row.

Changes v.02 12/20/2001

21. Correction to Note #2. There will be no file naming convention changes.

22. Found <P> tags and Tab characters in the source data feed. These have been
removed. CBD1220.zip and CBD1221.ZIP samples have been updated, earlier files
may contain this problem.

Changes v.03 02/06/2002

23. Fixed 'Posted mm/dd/yy' at end of each notice to reflecte the posted date
indicated in the actual notice.

24. Added F- or W- before the serial number (e.g. W-SNxxxxxxxx) at the end of
each notice to indicate the source of the notice, FTP or Web. This addition
makes the file format more compatible with the previous CBD feed.
