Description

Solicitation F44600-01-T-0042, requirement for a Rental Contract of Golf Carts for Eaglewood Golf Course at Langley Air Force Base, is being amended. The combined synopsis/solicitation is hereby revised and also changed from 100% Small Business Set-Aside to Unrestricted. In addition, delete the SOW, Attachment 2, and replace it with SOW Revision Number 1, dated 21 December 2001. All other terms and conditions remain unchanged.=20 (i) This is a modification to the combined synopsis/solicitation number F44600-01-T-0042 issued on Nov 09, 2001 for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation will be issued on the World Wide Web and can be found at the following web site: http://www.eps.gov/. (ii) Solicitation F44600-01-T-0042 is issued as a Request for Quote using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR Part 13.5. (iii) The solicitation document and FAR incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-01 and Defense Federal Acquisition Regulation Supplement, Defense Change Notice (DCN) 20011206. The Nonappropriated Fund Instrumentality (NAFI) General Provisions; Special Provisions; and the Representations, Certifications and Other Statements of Offerors or Quoters are included with this solicitation as an attachment. (iv) This acquisition is being changed from 100% Small Business Set-Aside to Unrestricted. (v) The 1st Contracting Squadron has a requirement for a Rental Contract to provide golf cart rental for Eaglewood Golf Course, 630 Weyland Road, Langley AFB, VA 23665. The contract will be for one (1) base year and three (3) option years. Eaglewood Golf Course has two complete 18-hole golf courses. We are upgrading our fleet of carts from 100 to 125 as a means of better serving our customers. In addition to the daily customers at the golf course, approximately 110 tournaments are scheduled per year. A part of the tournament fee is a mandatory ride for tournament players. Sometimes the golf course has to request carts from individual players be turned in early to support the requirements of a tournament. Each cart holds two riders. The golf course charges $9.00 per rider per 18 holes of golf. The monthly rental totals range from almost 500 in December for the lowest month to over 3100 in August for the highest month. The total yearly revenue for each of the last three years is as follows: FY99=3D$193,219.00, FY00=3D$222,157.00, and FY01=3D$215,399.00. The Golf Course management team sets the prices with concurrence from the NAF Council. (vi) The following contract line items are applicable to this solicitation: CLIN 0001 Rental Contract to provide golf cart rental for the period of 1 March 2002 through 28 February 2003. The Government specifications for the golf carts are included in the Statement of Work attached to this solicitation. The Statement of Work has been revised with revision dated 21 December 2001. CLIN 0002 Option Year 1 -- Period of performance 1 March 2003 through 29 February 2004. CLIN 0003 Option Year 2 -- Period of performance 1 March 2004 through 28 February 2005. CLIN 0004 Option Year 3 -- Period of performance 1 March 2005 through 28 February 2006. Thereafter, if the option periods are exercised by the Contracting Officer, each option period after the base period will be from 1 March through 28 February except for 29 February 2004. The final option year ends 28 February 2006. Yearly options are subject to FAR Clause 52.217-9 Option to Extend the Term of the Contract. In addition, FAR Clause 52.217-8, Option to Extend Services is applicable. The Contracting Officer will provide the notices stated in Clauses 52.217-8 and 52.217-9. Exercising options is a unilateral right of the Government. (vii) Delivery: Date of delivery shall be by NLT 20 February 2002. Place of delivery for acceptance and FOB point will be 630 Weyland Road, Langley AFB, VA 23665. (viii) The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors -- Commercial Items (OCT 2000), is hereby tailored for this solicitation. Full text of the tailored clause is included in Attachment 1 to this solicitation. FAR clause 52.212-1 is tailored to read wherever the word price is used ?percentage of total golf cart rental income? is substituted in lieu thereof. (ix) Solicitation provision at FAR 52.212-2, Evaluation ? Commercial Items (JAN 1999), is hereby tailored for this solicitation. Full text of the tailored clause in included in Attachment 1 to this solicitation. Evaluation ? Commercial Items (JAN 1999) (a) The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, percentage of fee factor considered. The evaluation factor which shall be used to evaluate offers: Contractor offering the highest percentage of total golf cart rental income to the NAFI. Payment to the NAFI will be monthly by a deduction based on the monthly total golf cart rental income. (x) Offerors are reminded to include a completed copy of the Nonappropriated Representations, Certifications, and other Statements of Offerors or Quoters (JUNE 2001) with his/her offer. (xi) Rental Contract is applicable to this acquisition. (xii) NAF General Provisions (JUNE 2001) is applicable to this acquisition. The list of FAR clauses incorporated by reference which apply to this solicitation and any resultant contract is attached to the NAF General Provisions. The Special Provisions follow the list of FAR clauses. Wherever the word Government is used ?NAFI? is substituted in lieu thereof. NOTE: FAR Clause No. 43 52.243-1 Computer Generated Forms is corrected to read 52.253-1. (xiii) Additional Contract Terms and Conditions applicable to this procurement are attached to the NAF General Provisions. (xiv) The Defense Priorities and Allocation Systems (DPAS) assigned rating for this procurement is unrated. (xv) There are no numbered notes applicable. (xvi) This announcement will close and quotes are due by 2:00 PM (EST) 7 January 2002.
