Description
The Philadelphia District intends to award a sole source, firm fixed priced marine architect/engineer services contract for a concept design and contract level engineering and drawings for a 150 ft., maximum length, towboat to be used on inland waterways t o CT Marine, 56 Crooked Trail, Rowayton, CT 06853 under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Major design parameters for the vessel are a) 8 ft. max draft, b) open pr opeller twin screw, c) minimum 3000 HP, d) minimum 30,000 gal. fuel tank with no tankage against skin, e) minimum 5000 gal. water, f) minimum 2000 sewage, g) max hull molded beam 42 ft., h) maximum air draft 46 ft. up to highest point, i) minimum forward deck length of 28 ft., j) quarters for crew of 16 with Captain and Engineer in separate staterooms with attached heads and remainder in double staterooms with shared heads, k) two double staterooms for guests w/shared head, l)a lounge, m) an office, n) spr ing isolated crew spaces, o) meeting one compartment damaged stability standard, p) ABS classification, q) two generator sets, approximately 150 KW each, and r) a 'sharp bow' at waterline incorporating a bow overhang to provide typical "square bow" towboat and push-knee configuration. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 10 c alendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice will only be considered solely for the purpose o f determining whether to conduct a competitive procurement
