Description
The subject Draft RFP is provided for comment only. NO Award will result from the release of this draft document. Interested vendors are encouraged to review the draft RFP, assess the feasibility of such an undertaking and provide comments. Please forward all comments to "bill.dellar@mail.house.gov" All responses are due no later than January 11, 2001. The U.S. House of Representatives (House) with a total staff population of about 10,000 seeks to establish a self-sustaining Staff Fitness Center (SFC). The SFC will at a minimum, be comprised of free weights; weight bearing exercise machines; cardio vascular equipment; and an aerobics room. The SFC will have separate shower and locker facilities for men and women. The space identified for the SFC is H2-B08B, about 3,626 square feet or H2-B17, about 6,600 square feet or H2-B29, about 8,600 square feet. Develop and deliver a detailed Concept of Operations including a business plan and a detailed Equipment List. Contractors will consider two Equipment options; equipment purchased by the House, or equipment purchased, leased or otherwise provided by the Contractor for use in the SFC. Contractors must propose a mechanism to ensure the SFC costs are borne by the SFC membership. The Concept of Operations will recommend hours of operation as well as staffing requirements. In developing the Concept of Operations Contractors shall consider the requirements of Section C and the remainder of this RFP in its entirety. Develop and deliver "build to" design drawings. These drawings will be in sufficient detail to allow the Architect of the Capitol to refurbish/reconfigure either H2-B17 or H2-B29. Drawings will also include the precise location of each piece of equipment proposed on the Equipment List. Equipment purchase IAW the Concept of Operation Equipment List. The Equipment List will detail equipment by Manufacturer Name, Nomenclature and if applicable, serial number. Operation of SFC for the House in accordance with approved Concept of Operation this Section. Develop a complete Staffing Plan.
