Description

The U.S. Department of Education (ED), Office of Student Financial Aid (OSFA) intends to issue a sole source extension of the National Student Loan Data System (NSLDS) contract PM93015001, for the period 1/1/02 9/30/03 with an additional option period from 10/01/03 through 9/30/04, to Raytheon E-Systems, Falls Church, Virginia. The proposed extension is to fulfill the requirements for project management, software modification, system implementation, system operations, systems development, management analysis tasks, and customer support for the NSLDS. ED's modernization architecture and implementation schedule will affect the NSLDS and all other systems in Student Financial Aid (SFA). A modernized NSLDS is planned for implementation on or about June 30, 2003. The statutory authority for other than full and open competition is 10 U.S.C. 2304 (c) (1). The primary reason for this action is to avoid serious disruption in services provided and prevent unacceptable delays in fulfilling our mission for the 2002-2004 academic year while the new architecture and strategy for implementation are being clearly defined and developed my the modernization partner.
