Description

Notice is hereby provided of the Government requirement to procure for construction of approx. 9,000sf of vacant office space for a new child care center in the Leo O'Brien Federal Building, Albany, NY. The successful contractor shall furnish all necessary labor, materials, and supervision. The proposed construction includes, but is not limited to, general demolition, asbestos abatement, partitioning, ceilings, flooring, wall finishes, HVAC, electrical power, lighting, plumbing and fire alarm devices. This procurement is open to competition among both large and small business concerns pursuant to the Small Business Competitiveness Demonstration Program (FAR subpart 19.10). The magnitude of this construction project is estimated between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code is 233320 and the size standard is $27.5 million. Performance and payment bonds will be required following award pursuant to the Miller Act. A bid guarantee is also required. The solicitation will contain a 10% price evaluation preference for HUBZone small business concerns pursuant to FAR 52.219-4; an additional 10% Price Evaluation Adjustment will be available to small disadvantaged business concerns from the states of AL, AR, IL, IN, KY, LA, MI, MS, NJ, NY, OH, OK, PA, TN, TX, and WI pursuant to FAR 52.219-23 (ALT II). The required construction completion date is 300 days commencing one day after the notice to proceed. The tentative solicitation release date is fifteen (15) days after publication in the Commerce Business Daily. All responsible sources may submit a proposal that will be considered by the agency. The solicitation and amendments to the solicitation and will only be available for downloading on the GSA FedBizOpps website at www.fedbizopps.gov. This solicitation incorporates documents which are not available electronically. See Exhibit 1, Specifications and Exhibit 2, Drawings. Interested parties may request copies of these documents by writing the Contracting Officer at the address in Block 7 of the SF 1442. Contractors are requested to provide a street address as the compact disk (CD ROM) for drawings and specifications will be sent by overnight delivery and cannot be delivered to a post office box. Only one disk will be provided per contractor. Contractors should request E-mail notification from FedBizOpps in order to remain apprised of solicitation availability. E-mail all requests for the CD ROM including Contractor e-mail address and DUNS number to the attention of Joan Koeppe at e-mail address shown.
