Description
Changes to the combined synopsis/solicitation and the Purchase Description (PD) are shown below. The amended PD is now dated 19 November 2001. Vendors are required to show they have read and incorporated the latest amendment in their proposal. The amendments are consecutively numbered. All changes have been annotated by a black line in the right hand margin. 1. Course Convenings, paragraph 3.3 has been changed as follows. a. A-830-0025, USN Specialist in Law Enforcement has been added to the requirements for Bangor/Bremerton, WA and to Everett, WA. See PD for student throughput and number of convenings. b. The number of course convenings for Yokosuka and Sasebo, Japan have been changed. In addition, instructor support only is required. 2. Government Training Facilities, Paragraph 3.9.1 of the amended PD has been changed as follows: a. 3.9.1(b)(1) Mayport and Kingsbay -- For Law Enforcement/Master at Arms (LE/MA), Government classrooms, classroom equipment, small arms, and 12 gauge shotgun are provided. b. 3.9.1(b)(f) Pearl Harbor -- changed to add classroom facilities may be required to be supplied by the vendor. c. 3.9.1(b)(g) Japan -- is changed to reflect that Government facilities and equipment will be available, vendor to provide instructor support only. 3. BPA Holder Training Facilities, Equipment, Consumables, paragraph 3.9.2 a. 3.9.2.2 Mayport/Kingsbay/Pascagoula -- is changed to reflect that the vendor shall provide small arms, 12 gauge training equipment and consumables, M15/AR15 range, equipment and consumables and all student course materials. b. 3.9.2.7 Japan FCA, is changed that vendor shall provide instructor support only. 4. Combined synopsis/solicitation is changed to clarify instructor certifications as follows: synopsis only showed certification requirements for Force protection courses, that is vendor instructors to go through the one-week course as a student, then one week as an observe/helper. The Law Enforcement course requires the instructor to be certified by the Navy TPEB on the live fire range prior to convening their first class. 5. Questions and Answers: Question 1: Attachment A shows a course length of 40 instructional days for the A-830-0011 USN Specialist in Law Enforcement course. Table A and Table B of the Purchase Description show a course length of 30 days. Since the CIN in the tables is now A-830-0025, assume there is a more updated course that will only be 30 days. Will there be a training course control document released for the updated course so we can see what has been changed to get the course from 40 days to 30 days and what instructor/student ratios are affected by the changes? Answer: Attachment A, the TCCD for USN Specialist in Law Enforcement, shows 40 days of instruction. These are calendar days and include weekends. Tables A and B show 30 days, which are the actual days of instruction. Table A correctly identifies the USN Specialist in Law Enforcement CIN as A-830-0025, which is the Lackland curriculum A-830-0001-A/A-830-0011-A and L3AQR3PO31-005. They are the same curriculum. The TCCD CIN number will be corrected sometime in the future to reflect the course as taught outside of Lackland AFB. Although the CIN number is incorrect for the course as taught outside Lackland, the TCCD is the correct TCCD to be used for proposal purposes. . Question 2: In Tables A and B, course K-830-2223, Shipboard Security Engagement Weapons, is tagged as requiring instructor support only. Since this course is on the range, does that mean all the equipment and facilities (range, weapons, etc.) will be provided by the Navy? Answer: Yes, the Navy requires only instructor support unless otherwise noted in paragraphs 3.9.1 and 3.9.2 in the Purchase Description. Question 3: We would like to bid both travel and ammunition as a separate, direct-billed cost rather than in the tuition. We would do this since both are highly variable. Will this be acceptable? Answer: Paragraph "l" of the combined synopsis/solicitation requires that the vendor provide tuition cost separately from other costs such as course materials, consumables, lunches, etc.
