Description
The Naval Air Warfare Center Aircraft Division (NAWCAD) is seeking potential sources to perform numerous tasks necessary to convert an H-60 Helicopter into a static model to be mounted on an azimuth over elevation over azimuth positioning pedestal on the top of an elevated structure (top of positioner is 43 feet above ground, where there is a maximum wind load of approximately 115 knots) for use in performing scientific and engineering electronics and electromagnetic measurements. For the purpose of this synopsis, a Source may be defined as an individual company or a team as appropriate. NAWCAD will provide the aircraft that is to be modified. It is estimated that the aircraft will be available in January 2002. It is desired that the source be capable of performing any or all of the following tasks (and any other pertinent tasks that may be identified to be necessary as a result of discussions in response to this announcement). The minimum set of tasks are as follows: (1) Strip out interior equipment from airframe; (2) Develop mounting concept and Perform Structural Analysis (and design mounting bracket/assembly and necessary airframe structural modifications) for mounting airframe right side up with rotor blades and tail rotor installed; (3) Develop mounting concept and Perform Structural Analysis (and design mounting bracket/assembly and necessary airframe structural modifications) for mounting airframe upside down without rotor blades; (4) Fabricate mounting bracket for right side up mounting; (5) Fabricate mounting bracket for up-side down mounting; (6) Perform necessary structural modifications to the stripped airframe to prepare for mounting; (7) Perform cosmetic modifications to the stripped airframe (i.e. painting, surface restoration, etc.); (8) Design and develop the mechanism to make the rotor blades and tail rotor turn using an electric motor with slow speed and synchro position feedback; and (9) Develop quick change kits to modify the airframe to other versions of the H-60 as used in different missions in the Navy, Marines, Air Force, and Army. It is desired that all tasks relating to this conversion project be completed by June 2002 (certain analysis and design tasks may be initiated prior to aircraft availability). Potential Sources responding to this synopsis should include (1) Discussion of the source?s capabilities for performing any or all of the tasks including details of previous experience, (2) Discussion of the source?s facilities, organization, and staff to be made available to perform any or all of the tasks, and (3) Availability to perform the tasks and meet the June 2002 completion schedule. Follow-up meetings and/or discussions may be requested. There is no prescribed format for the response to this synopsis. Firms may submit more than one approach for fulfilling the requirement. The Department of the Navy will use the responses to this synopsis to formulate a picture of "the state of what is possible" in the marketplace and to determine whether the Navy should solicit formal proposals to meet its objectives. This Synopsis is published for informational purposes only. Responses in any form are not offers. Issuance of this Synopsis should not be construed to obligate the Department of the Navy, in any way, to issue a solicitation, or to award a contract in furtherance of the objectives discussed herein. No funds are available to pay for preparing a response to this Synopsis. The Government reserves the right to review and use data at its own discretion. Upon request, NAWCAD will protect the proprietary information from unwanted disclosure. It is requested that any written responses be submitted in time to be received by 21 December 2001.
