?Sources Sought Synopsis.? The Propulsion Systems Evaluation Facility (PSEF) onboard the Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, Maryland, is seeking eligible small business firms capable of designing and installing a High Volume Fuel Flow System (HVFFS) required to conduct tests at specification test conditions. The PSEF is responsible for conducting research, development, test and evaluation of full-scale aviation jet fuel filter separator units (coalescers/separators) and ground fueling/defueling nozzles used by the military. Based on a review of industry response to this Sources Sought Synopsis, the Government will decide whether it is appropriate to offer the HVFFS requirement as a competitive Small Business Set-Aside. This office anticipates award of a contract for these services no later than 30 April 2002. The anticipated period of performance of the resultant contract will be approximately two years, inclusive of options (if any). The appropriate NAICS is 233310, size standard $27.5 million. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. GENERAL DESCRIPTION OF REQUIREMENT: The HVFFS shall be capable of providing fuel flow rates from 600 to 1200 GPM at pressures up to 100 pounds per square inch (PSI). The system shall have two 600 GPM centrifugal pumps and two large fuel tanks (20,000 gallons each) one for clean fuel and the other for used fuel. There shall be two fuel flow loops: (1) a test loop where the article under test will be installed and subject to specific test conditions, such as water or solid contaminant, and (2) a fuel recycle/clean-up loop where the contaminated fuel is cleaned and made ready for the next test. (Note: The test loop shall have a blank or open section where the Government, as needed, will install the article to be tested.) The effort will be conducted in five phases: I ? Design ? 100% design of the structural, mechanical, architectural, electrical, control logic, specialized test system interface (contaminant injection) and data system; taking into account Base Fire, Safety, OSHA and Environmental Constraints; II ? Site Preparation ? Construct pad for fuel tanks, pumps and clean-up hardware; run electrical power to site; purchase and install fuel tanks, pumps and fuel clean-up hardware; III ? Installation -- Construct overhead support structure for fuel lines running between tank site and the PSEF test room; fabricate and install test and clean-up fuel flow loops; install contaminant, control and data systems; IV ? Demonstration ? Conduct tests that demonstrate the system?s performance; and V ? Training and Documentation ? Provide one week training for government personnel, deliver installation blue prints and CAD drawings and manuals for system operation and maintenance. A DRAFT STATEMENT OF WORK IS AVAILABLE TO INTERESTED PARTIES BY CONTACTING THE CONTRACT SPECIALIST (MS. ROLAND). Location of performance is on-site at NAWCAD PSEF, Building 2360, Patuxent River, Maryland. It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12 point font minimum) demonstrating capability to design, fabricate, and install the HVFFS. The page limitation cited is not inclusive of resumes/personnel information (if any). This documentation shall address, as a minimum, the following: (1) prior/current corporate experience in performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether a prime or subcontractor, contract value, Government point of contact and current telephone number, and a brief description of how the contract referenced relates to the requirement described herein; (2) company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small business status; and (3) management approach to this effort, including how you will manage/control the on-site installation work, the percentage of work anticipated to be provided by your firm, the numbers and identities (if known) of any subcontractors, and previous work experience with the proposed subcontractors (if any).
