Description
The U. S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement is between $500,000 and $1,000,000. The NAICS Code is 336611. The small business size standard is less than 1,000 employees. The acquisition is for drydock repairs to the USCGC TAMPA (WMEC-902), a 270 foot "A-Class" Medium Endurance Cutter. The vessel's homeport is Portmouth, Virginia. The vessel's availability is for forty-nine (49) calendar days, starting May 29, 2002. The place of performance for this vessel is geographically restricted to 75 miles of home moorings in accordance with homeport policy COMDTINST 3100.5. The scope of this acquisition is for the drydocking and repairing of various items aboard the USCGC TAMPA (WMEC-902). The work will include, but is not limited to: welding repairs; cleaning and inspecting fuel oil and hydraulic oil tanks; removing, inspecting, and reinstalling propeller shafts; removing, inspecting, and reinstalling intermediate shafts; removing, inspecting, and reinstalling thrust shafts; renewing shaft covering; overhauling stern tube seals; renewing water-lubricated shaft bearings; renewing shaft sleeves; removing and reinstalling controllable pitch propeller hubs; servicing both onboard controllable pitch propeller systems; preserving transducer hull rings and renewing the V850 and ODOM Echotracker Depth Indicating Transducers and a DSN-450 Doppler speed log transducer; overhauling and testing valves; modifying stern tube seal cooling systems; servicing fin stabilizer systems; renewing fin shaft sleeve; servicing rudder assemblies; overhauling anchors and chains; preserving chain lockers; preserving voids and ballast tanks; preserving underwater body; preserving freeboard; renewing cathodic protection system; installing new waste oil holding tank and associated piping; providing temporary logistics and routine drydocking. All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. At the present time, the acquisition is expected to be issued under full and open competition procedures. However, in accordance with FAR 19.1305, if your firm is HUBZone certified and intends to submit an offer on this acquisition, please respond by e-mail to gmcdaniel@mlca.uscg.mil or by fax (757) 628-4676. In your response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact, and telephone numbers;(c) past performance references with points of contact and phone numbers; and (d) if your company does not own a drydock, a letter of commitment from the company providing the drydock during the performance period of this availability. At least two references are requested, but more are desirable. Contractors are reminded that should this acquisition become a HUBZone set aside, FAR 52.219-3, Notice of Total HUBZone Set-Aside, will apply, which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small business concerns. Your response is required by November 30, 2001. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted in the CBD. =20
