Description
17) The Naval Sea Systems Command is surveying the market via this communication in an attempt to determine the number and size of companies that have the capability to perform the effort required to preserve inactive ships of the U.S. Navy. Depending on this determination, the competitive solicitation that is planned to be issued for the contract to be awarded for those requirements will be on an unrestricted or restricted (i.e., small business set-aside) basis. Specifically, the contractor shall operate and maintain the NAVSEA Inactive Ships On-site Maintenance Office (NISMO) facilities located in Bremerton, WA. These facilities are government owned contractor operated (GOCO) with equipment and vehicles provided by the government. The contractor furnishes direct labor, supervision, and administrative support for receipt, inspection, maintenance and disposal preparation of Naval vessels assigned to those facilities and as well as the Maritime Administration (MARAD) facility in Suisun Bay, CA. Interested firms that believe they have the performance capability required should send supporting information that documents that belief. The information provided need not be excessive in length, but should be sufficiently detailed to demonstrate that the company understands the nature of the work involved, and has the expertise and wherewithal to successfully perform. The NAIC and small business size threshold for the planned procurement are, respectively, 33661 and 1,000 employees as the annual average. Responding companies should provide the total number of their employees, including those of their affiliates, and therefore indicate whether they consider themselves a large or small business for the purpose of this planned procurement.
