Description
Request for Information (RFI) for Potential Sources for the Department of Veterans Affairs (VA) Computer Incident Response Capability (CIRC). The Department of Veterans Affairs (VA) is conducting a market survey to identify sources capable of providing cyber security services in support of its Computer Incident Response Capability (CIRC). In implementing this capability, the VA is seeking highly qualified sources capable of providing timely, innovative solutions and responsive support. The VA employs more than 230,000 people at sites across the United States and worldwide. The CIRC will provide cyber security services throughout VA to help the Department provide Veteran services in a way that protects the confidentiality, integrity, and availability of private information. In addition, the CIRC will provide services that help the VA Chief Information Officer (CIO) provide assurance that cyber security controls are in place to protect automated information systems from financial fraud, waste, and abuse. The CIRC will ensure that computer security incidents are detected, reported, and corrected as quickly as possible and with minimal impact on the availability and integrity of Veteran services. The CIRC will assist in preventing future incidents from occurring by providing the Office of Cyber Security with materials for use in awareness activities and distribution throughout VA. The CIRC will also help VA contain computer incidents by providing the necessary countermeasures and response mechanisms to deal with cyber security incidents. The CIRC operations will include data collection and analysis, help desk support, report preparation, development and implementation of remediation plans, reviews of IT security policies and procedures, implementation of procedures to support compliance with Federal direction and application of industry practices, and programmatic support services. Some contractor personnel supporting VA CIRC operations may be required to possess or obtain appropriate U.S. Government security clearances including those requiring background investigations. A respondent to this market survey may submit company brochures, literature or other documents that describe its technical and management capabilities in the areas described above for a computer incident response capability. Such descriptions should include the respondent's ability to conduct monitoring operations twenty four hours a day and seven days a week, conduct ongoing technical analyses and evaluations of incidents and vulnerabilities, and deploy site response teams. Interested parties should also describe CIRC activities performed for the Government and provide copies of Federal Government contract(s) and a Government Point of Contact for such contract(s). This market survey is for planning purposes only and should not be construed as a request for proposal or as an obligation on the part of the Government.
