Description
The Defense Information Systems Agency (DISA) hereby issues a Request for Information (RFI) to identify sources with innovative and cost effective solutions to satisfy a need for maintenance and upgrade of an Integrated Information Management System (IIMS).=20 This announcement is an RFI only, and not a Request for Proposal (RFP). When there is any further development in the project, a formal RFP will be issued. This RFI is a request for interested parties that may be able to provide the required systems management services for the Joint Staff Support Center (JSSC) to describe their capabilities to respond to the requirements described below and provide a rough-order-of-magnitude (ROM) cost for such services. Industry responses will be used by the Government to assess feasibility, technical solutions and acquisition approaches for proceeding on the IIMS. =20 The IIMS must satisfy the security requirements in the DoD Directive 5200.28 Security Requirements for Automated Information Systems (AISs) Mar 88; DoDI 5200.40, DoD Information Technology Security Certification and Accreditation Process (DITSCAP), 30 Dec 97; DoD Directive 5220.22M, Jan 95, National Industrial Security Program Operating Manual (NISPOM); DISA Inst 630-230-19, and Information Systems Security Program. Security consists of four components: Security Requirements, Certification and Accreditation Support, Security Protection Measures, and Security Operations. Compliance with Information Assurance as identified in the Presidential Decision Directive PDD-63 and other pertinent documents is required. =20 Interested parties responding to this RFI are invited to prepare a white paper and address suggestions to perform the tasks identified, NLT 21 December 2001. All comments and suggestions are welcome. Sources submitting a white paper who are interested in making a maximum 2-hour presentation (open forum) should contact Mr. Donald Seipp at 703-693-5856 and email seippd@ncr.disa.mil to make arrangements. =20 This RFI is issued solely for information and planning purposes. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in responses. The point of contact (POC) for technical issues is Mr. Donald Seipp IIMS Program Manager, at (703) 693-5856 and email seippd@ncr.disa.mil. Responses to this RFI are to be sent to the contracting office at DISA/D4113/DISN Contracts, 5113 Leesburg Pike, Suite 302, Falls Church, VA 22041, Attn Nancy McClain, and should include an original and five (5) copies plus either one (1) 3.25" high-density disk using MS Word 7.0, or sent electronically to Ms. McClain's email address. Email attachments must be virus free, and there must be a positive statement included in the email text certifying the same. Respondents must include the Company Name, Street Address, City, State, NINE-digit zip code, Point of Contact (POC), POC telephone and facsimile numbers and email address, Company size and Status. If the Company address includes a post office box, the complete address must also be provided. Proprietary information should be identified as such. Respondents shall classify their company size using NAICS 541512, information management computer systems integration design services -- $18,000,000. The IIMS project is a method of acquiring technical support services to assist the JSSC in fulfilling its mission responsibilities. The support services are for three computer sites, two located in the Pentagon and one at Ft. Detrick, Maryland. All contractor personnel must possess a TOP SECRET clearance prior to task assignment. All contract support staff must be Sensitive Compartmented Information (SCI) eligible. JSSC manages complex client/servers LANs (Sun and NT mini/microcomputers) and software, provides matrixed support to the Global Command and Control System (GCCS) help desk, and has special operational oversight for Joint Operational Planning and Execution System (JOPES) and Global Status of Resources and Training System (GSORTS) applications and databases. These and other technical services areas for support are described below:=20 System Administrative (SA) Support: Provide technical and analytical support for Government-Off-The-Shelf (GOTS)/Commercial-Off-The-Shelf (COTS) applications that make up the GCCS Systems, and the comprehensive management and customer support of the NMCC Command and Control System (NCCS) including all systems, networks, and support systems. This includes maintenance, error correction, training, software updates, and technical assistance for SUN Solaris, NT/Windows 2000 Operating Systems, Oracle and Sybase DBMS, communications software, and other third party software such as Remedy, HP Openview, and Concord Network health. Current local topology includes 45-50 servers and approximately 300 clients. In addition, JDIICS-D staffing will possess the technical knowledge of HP OpenView Network Node Manager, Remedy ARS, Agilent Performance Center, Netscape Server/Browser, MS SQL SVR, CISCO Works 2000, Remedy Web, Perl, Symantic Antivirus to provide JDIICS-D helpdesk support to approximately 40+ sites 24 hours a day 7 days a week. GCCS Enterprise Management (EM) Service Support: Support assists JSSC in the maintenance and further refinement of the EM tools and procedures. This implementation is used to manage local GCCS and Global Management Center (GMC) systems using Tivoli and other point products. The scope of this implementation may grow to include the use of EM tools to directly support seven additional sites, and indirectly support various sites within the GCCS community. Database Administration Support: JSSC has five major database systems; JOPES, GSORTS, and Remedy all of which interface with Oracle DBMS and the Automated Message Handler System (AMHS) and Integrated Intelligence and Imagery use SYBASE. New JOPES implementation will expand the area of responsibility to seven additional sites. GSORTS Application User Support: Responsibility are to provide technical support in the areas of GSORTS database analysis, mid-level database and systems administration, and on-going operational support to assist the JSSC who has the functional responsibility to provide technical ADP and general related support to JS (J-3). This includes documentation of new and existing capabilities; computer programming support; and maintenance of data files.=20 JOPES Technical Support: To maintain JOPES database synchronization, database administration, software version release installation, reference file management, JOPES network monitoring, and expedited resolution of problem reports impacting the operations planning process. Configuration Management (CM) Support: Provide develop/update of the CM processes and procedures that are specific to GMC-Pentagon, maintain an accurate baseline of the hardware and software comprising the GMC and assist in planning and coordinating ADP hardware/software installations, upgrades and reconfigurations. AIS Security Support: Assist government in risk analysis, security test and evaluation, site certification, and/or detection of unauthorized or damaging activities for all JSSC supported systems.=20 Data Communications Installation and Management: This task includes the design, configuration, analysis, monitoring and day-to-day maintenance of communications systems, involving detailed network analysis and the proficient use of network management software suites. GMC Help Desk Support: Assist a 24 hours a day, 7 days a week effort to support the activities of all GCCS sites, the NMCC, and the functions of the Joint Chiefs of Staff/J6 GCCS Director. The contractor shall assist GMC technicians to use automated tools to document reported problem and provide technical expertise in problem analysis and resolution. Visual Information Systems Support: Provides assistance in all facets of on site and remote television production, post-production and related audio-visual or multi media tasks. Services include technical directing, audio mixing, teleprompting, television script editing and writing; live to video tape studio productions, remote video and audio recordings; computer and electronic graphics animations, photography and computerized conference room support with multimedia displays. GCCS/NCCS Training: Provide assistance to plan, design, and develop training materials; provide training support for NMCC User Training and the JSSC Readiness Assurance (RA) Branch; and assist the RA Branch in planning and executing training to prepare JSSC personnel to operate/maintain C2 systems.
