Description
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-02-Q-0280. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17. This is 100% set-aside for small business. NAICS Code is 541330; size standard is $20million. NUWC Division Newport intends to purchase the following items: As a follow-on to Phase I, during Phase II the contractor will provide review and assessment of the preliminary Department strategic initiatives (provided as GFI) which were established during Combat Systems Department and Missile and Platform Systems Department strategic planning meetings to provide engineering, analytic, technical and scientific services, to perform special analyses, evaluation and assessments, to conceptualize and recommend specific areas of interest and future directions for NUWC in the following areas: Shallow Water/Littoral Warfare Strategy, Submarine and Surface Environments, Advanced Undersea Warfare Systems Requirements, Combat and Weapon System Requirements, Dual-use Technologies -- Programs and Strategies, Development of Navy Trends -- Investment Strategy, System Effectiveness Requirements and Metrics, Operational Effectiveness Measures, Science and Technology Programs. Assessments shall also take into account continued force reductions, budgetary constraints and organizational changes necessitated by Administration, Congressional, DOD, DON, ASN, and NAVSEA policy decisions. Additionally, the contractor shall investigate joint allied Undersea Warfare programs for suitability to NUWCDIVNPT. As the planning process is further implemented during phase II, the contractor will assess the adequacy of the new planning process and develop refinements required. The process will also be modified to accommodate the new terrorist threat and the non-typical customers that this opportunity presents. Performance will be at the contractor's facility. The Government intends to award a sole source, firm fixed price purchase order to ELM Consulting (ELMC). Required delivery is one (1) year after award, F.O.B. Destination Naval Station Newport; Newport, RI. ELMC is the only qualified vendor at this time to perform these studies because the skills in which ELMC has expertise include executive management, strategic planning, technology assessments, program management, and undersea warfare. Including: undersea weapons systems, system engineering, automatic control, computer based systems, modeling and simulation, systems analysis, undersea warfare, and broadly based research and development. As a follow on to phase I, it is critical that ELMC continues to perform this effort during phase II in order to provide continuity to assess the adequacy of the new strategic planning processes and analysis methodologies developed during phase I. This notice of intent is not a request for competitive proposals. All other timely offers will be considered. A determination by the Government not to compete with this proposed purchase order based on responses to this notice is solely within the discretion of the Government. Evaluation will be in accordance with FAR 52.212-2 Evaluation -- Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important.
