Description

NASA/GSFC plans to issue a Request for Quotation (RFQ) for the following items: Item 1: (qty 1) with the following minimum requirements: Absolute accuracy 0.1 picometer at 100nm, wavelength range 600 to 1800 nm, fiber and free-space inputs, and measurement rate greater than .5 Hz. Part number WA-1500-NIR-FC/UPC and Item 2: (qty 1) GPIB interface for item. Part number WA-1500-GPIB. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Burleigh Instruments, in Fishers, NY., on a sole source basis as they are the only known company who can meet the specifications stated above. This is necessary in order to meet the accuracy in calibrations for the SAFIRE instrument. The measurement rate and the GPIB interface are needed to achieve continuous, automatic monitoring of the wavelength of a test laser. The authority is 10 U.S.C. 2304 (C)(1) only one responsible source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 12/11/01. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
