Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NWWG9500299990 and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-27. This solicitation is 100% Small Business Set-Aside. =20 The National Data Buoy Center (NDBC), Stennis Space Center, Mississippi intends to purchase four Argo oceanographic drifting profiling floats. Delivery shall be no later than 14 days after award date. The profilers are used to measure subsurface currents and make profile measurements of temperature and salinity. They are to be launched from merchant ships in data sparse areas. The profiler surfaces at programmed intervals for data transmission and geo-location via ARGOS satellite. Floats will cycle to 2000 m depth every 10 days, with a 4-5 year lifetime for individual instruments. The required specifications are as follows: 1)Conditions at park depth: Pressure(decibar): 500. Temperature (degrees C): average temperature anticipated is 3 degrees C. Salinity: average salinity anticipated is 34.3 PPT. Conditions at profile depth: Pressure(decibar): 2000. Temperature (degrees C): average temperature anticipated is 2.3 degrees C. Salinity: average salinity anticipated is 34.6 PPT. 2) Sensor type: SeaBird Model 41. 3) Sampling pressures: throughout depth range. 4) Cycle timing: Total cycle(Down and Up): 10 days. 5) Park and Profile feature at 500db for 1-9 profiles and 2000db for every 10th profile. 6) ARGOS repetition rate: 45 seconds. 7) Utilize ARGOS multi-satellite service. 8) Deployment latitude: 50 degrees North. 9) Deployment packaging requirements: Must be able to be deployed in an encapsulated VOS(voluntary observing ship) format without impacting ship's operations. Must be certified by USN/NOAA for deployment from C130 aircraft. A cardboard deployment launch package for use from large commercial ships must be an available option (can be launched up to 31 MPH and from a deck 80 feet above water). This packaging must protect the float from being damaged during the deployment. The deployment vehicle is designed to absorb much of the energy during impact and then automatically open and release the float. The material must absorb impact shock of the float hitting the water and must contain a water soluble link that will release under a few ounces of tension. Once in the water, the soluble link dissolves, allowing the box to open and discharge the float. As an added safety measure, the cardboard is constructed using water soluble adhesive. All elements of the deployment vehicle must be biodegradable.=20 An acceptable item is the Autonomous Profiling Explorer(APEX) profiling float manufactured by Webb Research Corporation of East Falmouth, Massachusetts. An equal may also be offered in accordance with FAR 52.211-6 Brand Name or Equal.
