Description
The Robert Morris Acquisition Center seeks to identify responsible sources and obtain information in regard to privatization of a Government owned electrical utility distribution system at the U.S. Army, Dugway Proving Ground (DPG), Utah, in accordance wit h 10 U.S.C. 2688. Should privatization result, ownership of the entire electrical distribution system, operation and maintenance, and obligation to continue the service for an indefinite and ongoing period will transfer to a private company. All responsi bility for maintaining reliable service, including such items as environmental compliance, maintenance costs, major system renovations, construction, equipment, manpower, and overhead costs shall become the utility provider s responsibility. It is intende d that privatization will reduce the Army s life cycle costs. SYSTEM DESCRIPTION: Dugway Proving Ground currently purchases wholesale electric power at 46-kV from Utah Power & Light Company (UP&L) at a single primary delivery point near the English Village area. The DPG electric distribution system is currently Army owned and consists of: (1) Three 46-kV distribution substations, (2) Approximately 10 circuit-miles of 46-kV transmission line, (3) Approximately 73 circuit-miles of 12.5-kV overhead primary dis tribution line, and (4) Approximately 9 circuit-miles of 12.5-kV underground primary distribution line. The distribution system is composed primarily of overhead, pole-line construction (wood pole, open wire) with pole-mounted transformer banks. There is a relatively small amount of underground primary. Current peak loads approximate 3.5 megawatts with a fairly consistent year-round and around the clock loading. The system appears to be in quite good condition and individual meters are currently located wit hin most of the housing area. PROCEDURES: This request for information is a required component of a complete and systematic process to evaluate interested parties under the U.S. Army Center for Public Works utilities privatization program. In order to mini mize cost both to potentially interested parties and the Government, this notice is being issued to determine the interest and feasibility of proceeding with a formal request for proposals. Should insufficient credible interest be identified for a privatiz ation action, it is highly unlikely that a formal solicitation will be issued. Should interest be determined sufficient, a formal request for proposals may be forthcoming. Interested parties should provide a statement of interest on company letterhead (not to exceed 20 pages in length) to: U.S. Army, Robert Morris Acquisition Center, Attn: AMSSB-ACO (Rick Jaramillo), Dugway Proving Ground, Dugway, Utah 84022. The statement shall include as a minimum the following criteria: (1) capability and experience in t he ownership, operation, and maintenance of similar electrical utility systems. (2) Financial capacity to purchase, expand, and operate an electrical utility system. (3) A statement showing an understanding of the obligation to provide continuous utility s ervices. (4) Understanding of any applicable federal, state, and local utility laws, regulations or franchise requirements affecting utilities in the State of Utah and concurrent State and Federal legal jurisdiction. (5) Understanding of federal, state, an d local environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for the Statement of Utah and US Environmental Protection Agency, Region 8. Elaborate proposals or pricing information are ne ither required nor desired. Any innovative and new conceptual ideas to achieve that stated objectives are encouraged. No solicitation document existed for this request for Sources Sought . This notice is for informational purposes only; it is not a reques t for proposals nor should it be construed as a commitment by the Government. The Government will not pay for any effort expended into responding to this source s sought announcement. Responses must be submitted not later that 3:00 MST, 31 December 2001.
