Description
The Naval Surface Warfare Center, Carderock Division, intends to procure technical support services for the Naval Warfare Development Center's Tactical Development and Evaluation (TACD&E) and Naval Warfare Publications Program (NWP). The requirement is for technical support services in the development of tactics and their subsequent promulgation in the appropriate NWP. The acquisition addresses TACD&E projects which include Anti-Air Warfare, Anti-Surface Ship Warfare, Antisubmarine Warfare, Strike Warfare, Command and Control Warfare, Amphibious Warfare, Special Warfare, and Mine Warfare Tactics for Naval Surface and Air Forces as well as coordination of all battle group assets available for their support. Support will also include the development and revision of NWPs and allied publications (AP). Prospective contractors must possess an extensive and in-depth knowledge of Naval Warfare Mission areas, Coordinated Battle Group Operations, Naval Combat Systems and current tactics and an understanding of the needs and requirements of the NWP System with an ability to communicate these requirements well in written and literate text. The contractor must have personnel and facilities located at both the East and West coasts to support the tasking and offerors will be required to demonstrate their ability to provide the analytical effort required in tactical development and evaluation as well as the ability to support major publication efforts. The acquisition has a base period for two years and three one year options (each option is for an additional year of performance). The highest level of security clearance required for the successful offeror's personnel is Top Secret. The solicitation will be processed under full and open competition procedures, and any resultant contract award will be based on a Cost-Plus-Fixed-Fee pricing arrangement. This requirement is advertised as unrestricted. All potential offerors shall submit requests for this solicitation indicating their current size status, Small, Small Disadvantaged, 8(A), HBCU, or Large Business in accordance with NAICS Code 541330 which establishes the Small Business size standard as $4.0 million. Requests for this solicitation shall also include the Offeror's address, point of contact, phone number, and e-mail address. Offerors will be notified by e-mail when the solicitation and any respective amendments are available for download from the NSWCCD Website (see LINKURL Website address. Offerors who do not have internet access shall formally request that a hardcopy of the solicitation and any amendment be sent to the address indicated in their request letter.
