Description
The U.S. Army Space and Missile Defense Command (USASMDC), Space and Missile Defense Battle Lab Multiple Miniature Battlefield Sensors (MMBS) Program, has demonstrated the capability to detect specific biological agents in liquid or air in a laboratory env ironment. USASMDC is seeking capabilities from industry having the potential to mass produce components necessary to build and produce these detection systems. The particular capabilities sought include the ability to mass produce recognition monoclonal antibody films and deposit these films on a substrate material (Quartz crystal, silicon chip, etc.). These systems would provide the war fighter and homeland defense elements, a system to rapidly detect and warn of the development and employment of biolog ical warfare agents, to aid in damage assessment following interdiction, and to enhance contamination avoidance during a biological attack. The systems would be capable of providing output data to monitoring stations (onsite or remote) and integration int o existing communications systems. Core capabilities sought include the following: a) expertise in fabrication and production of devices to detect biological organisms using antibodies, antibody films, and/or recognition peptides; b) design and fabricati on of Shear Horizontal Surface Acoustic Wave devices and other sensor technologies; c) expertise in the use of Love Wave, Quartz Microbalance apparatus and similar devices; and d) design and fabrication of Flexible Plate Wave devices on silicon. Related capabilities are as follows: a) expertise in developing antibody and phage molecular recognition systems and analyzing peptide-binding measurements; b) expertise in use of MINIBAM (Brewster Angel Microscope) and other monolayer characterization and fabri cation equipment; and c) expertise with RF sputtering systems. Although this technology is unclassified, potential contractors may be required to possess a SECRET facility clearance should the technology develop to a point where it is warranted. It is an ticipated that allied participation may be allowed but possibly limited to the subcontractor level. Interested firms should submit a summary of their qualifications, specifically addressing the above capabilities, within fifteen (15) days of the publicati on date of this notice, to USASMDC, ATTN: SMDC-CM-CN/Dianne Trimble. Firms responding are requested to include information regarding their current facility clearance level and indicate their business size standard. The applicable North American Industry Classification System (NAICS) code is 334519 with a small business size standard of 500 employees.
