Description

NASA/SSC plans to issue a Request for Offer (RFO) for the design, fabrication, inspection, testing, and delivery to Stennis Space Center, Stennis Mississippi, E1 Test Complex, two (2) each, 15,000 psig design pressure gaseous storage vessels. Nominal capacity of each vessel shall be 625 cubic feet water volume. Each vessel shall be National Board Registered and ASME code stamped meeting ASME Code Section VIII, Division II. Each vessel shall be suitable for the stationary, exposed, above ground storage of gaseous hydrogen, gaseous nitrogen, or gaseous helium. Each vessel shall be horizontally mounted cylindrical type with hemispherically shaped heads, solid wall construction, with forged heads and shell. The Period of Performance for this procurement is 365 days desired and 547 days required. Failure by the offeror to submit an offer not conforming to the aforementioned Period of Performance shall render the offer non-responsive, and the offer shall subsequently be rejected. There shall be no hard copies of the solicitation, technical specification, or drawings. Additionally, upon release of the solicitation all offerors are reminded that all correspondence with regard to the same shall be coordinated through the Office of Procurement** This acquisition is 100% set aside for small business. The NAICS Code and Size Standard are 332420 and 500 respectively. The DPAS Rating for this procurement is DO-C9. The Government intends to acquire this commercial item in accordance with FAR Part 12. The Government reserves the exclusive right to award to other than low offer on this "Best Value" procurement. The evaluation factors for this procurement are as follows: 20% Cost, 20% Schedule, 30% Past Performance, and 30% Technical compliance/expertise. **Past performance when combined with technical compliance/expertise is significantly more important than cost or schedule. ** FOB is destination. The anticipated release date of this RFO is on or about November 9, 2001 with responses due NLT 12:00 PM CST, December 10, 2001.
