Description
This is a Request for Information (RFI) and is not a preaward announcement for a solicitation. This RFI seeks information from the private sector that may be used to develop a solicitation for budgeting, planning, and forecasting software for the U. S. Department of Commerce, National Institute of Standards and Technology (NIST) in Gaithersburg, MD. Parties are requested to submit information about commercially available systems that meet the following requirements: GENERAL SYSTEMS REQUIREMENTS: (1) Uses TCP/IP Protocol to allow for LAN/WAN; (2) Is a web-cased application; and (3) Uses an Oracle database. SPECIFIC BUDGETING, PLANNING, FORECASTING REQUIREMENTS: (1) Web interface, estimated 100 customers, minimum of 75 simultaneous users, ID/password security with graphical interface; (2) Provides multiple levels of user security and tracks transactions by ID; (3) capability to do resource planning (staff and dollars), allocations, tracking, reporting and forecasting at the project level at a minimum of 3 levels of the organization; (4) Capability to accept files from other automated administrative systems including, but not restricted to, payroll, employee information, procurement, contracts, and grants; (5) Capability to track financial documents from requisition (commitment) to accrual (acceptance) from all NIST administrative systems; (6) Capability to capture, access, use and report cumulative data through the fiscal year; (7) Capability to import data and perform calculations, reconciliations, and use in other applications; (8) Capability to perform projections/forecasting of financial data; and (9) Capability to produce pre-defined and ad hoc reports at all levels of the organization. OTHER ISSUES THAT MUST BE ADDRESSED IN RESPONSES: (1) Please address the degree to which the commercial product(s) for which information is being provided comply with each applicable Section 508 Accessibility Standard (see http://www.section508.gov/faqs.html for details about Section 508). (2) Please provide information regarding availability of the commercial product(s) on GSA Federal Supply Schedule contract(s) and/or other GWAC contracts under which the U. S. Department of Commerce is authorized to issue delivery/task orders. (3) Please provide commercial price list(s) for the commercial product(s) for which information is being provided and/or copy(ies) of GSA Federal Supply Schedule pricing pages that show the GSA schedule price(s) for the items.
