Description
The United States Department of Commerce (DOC), Office of Security Services, requires Uniformed Protective Security Force Services/Guard Services at the Herbert C. Hoover Building (HCHB), located at 1401 Constitution Avenue, N.W., Washington, DC. The HCHB is approximately 1,800,000 square feet with seven miles of corridors and hallways that house approximately 4,000 on-site employees as well as the White House Visitor?s Center (WHVC) and the National Aquarium (NA). The WHVC is located on the first floor of the HCHB facing Pennsylvania Avenue between 14th and 15th Streets and the NA is located in the basement with the entrance on 14th Street. The HCHB is DOC?s primary headquarters that sits on nearly eight acres (three city blocks). The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to meet the requirement of the solicitation. The contractor shall provide the following: uniformed armed guard personnel to continuously man approximately 30 static posts; two roving personnel; one supervisor; one security aide and one program manager. Security guard services are required 24 hours a day, 7 days a week (including holidays) at the HCHB. All work shall be accomplished in accordance with the Statement of Work. This procurement has been approved through the Small Business Administration (SBA Reference No. 7700-01-107529) as a 100% Set-Aside for 8(a) Small Business contractors. The NAICS Industry Code is 561612 with a size standard of $9 million. The base performance period will be February 1, 2002 through September 30, 2002, with four (4) one-year options. The government reserves the right to exercise the options. The solicitation, notice and all amendments will be posted and available for viewing and downloading on the Government Electronic Posting System (FED BIZ OPPS) site at www.fedbizopps.gov or www.eps.gov. No paper copies of this solicitation will be issued. No telephone, facsimile, or handwritten requests will be accepted. When the solicitation is posted, it is incumbent upon the interested parties to review this website frequently for any updates/amendments to any and all documents. The solicitation will be issued as a commercial item acquisition on or about November 23, 2001. Please refer to the solicitation for the exact date and time for the pre-proposal conference.
