Description
The USA Robert Morris Acquisition Center-Natick (USA RMAC-N) in Natick, MA, intends to conduct negotiations and award a purchase order to Protective Apparel Corporation of America (PACA), 179 Mine Lane, Jacksboro, TN 37757 on the basis of other than full and open competition in accordance with Federal Acquisition Regulation Part 6.302-1. THIS IS NOT A REQUEST FOR QUOTATION. This acquisition involves procurement of Body Armor Set, Individual Countermine (BASIC) Countermine Ensemble (CE) Product Demonstrat ion Models (PDMs) with Removable Ballistic Inserts and the Armor Chest and Groin Plates. The BASIC CE and plates were developed as a product improvement under existing contract number DAAN02-98-C-4008 with PACA. The Government will evaluate this product improvement through production verification testing. If successful, the product improvement will be incorporated into the existing contract. Due to extensive knowledge and expertise gained through the existing contract, PACA is uniquely qualified to meet the goals of this acquisition. Award to another company would result in duplication of costs and delay the development of this technology. This is not a request for competitive quotations. However, the Government will consider all quotations received w ith ten (10) days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order based upon responses is solely within the discretion of the Government. Information received will be considered so lely for the purpose of determining whether to conduct a competitive procurement. Interested parties may identify their interest and capability to respond to this requirement by mailing information identified in CBD Note 22 to the U. S. Army Robert Morris Acquisition Center, Natick Contracting Division, ATTN: AMSSB-ACN-S/Peggy Dube, Natick, MA 01760-5011 no later than 12:00 noon on 15 October 2001.
