Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. Solicitation No. ACD-1-Q-0033 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27. This is a 100% SET-ASIDE FOR SMALL BUSINESS with a North American Industrial Classification System (NAICS) of 314999. Specifications. (1) Large Pennants 150 each (offer)$____________(EACH) shall be made burgee shape of Type 'B' nylon, size 102 inches on the fly, 48 inches on the staff, and 26 inches on the tail. The swallow-tail to be cut 25 inches from the end with the inner portion well rounded, rather than Sharp or V shaped. The pennant is to be made of one piece, white, with the official seal of the DEPARTMENT OF JUSTICE, IMMIGRATION AND NATURALIZATION SERVICE, dyed fast with aniline dye directly upon the nylon. The seal is 11-1/4 inches in diameter. The letters 'U. S.' are to be placed on the left side and the letters 'I. & N. S.' on the right side of the seal, all letters in block lettering, dyed red with fast aniline dye, directly upon the nylon. The letters "U. S." to be 11 -- 1/2 inches high by 7-1/2 inches wide, the letter 'I' to be 11-1/2 inches high by 2-1/2 inches wide, and the letters 'N. S.' to be 11-1/2 inches high by 7-1/2 inches wide, punctuated with block periods dyed red with fast aniline dye, 2 inches square with the corners toward left and right and top and bottom. The symbol '&' shall be of a size and shape comparable with the block letters, or approximately 5-1/2 inches high and 2-1/2 inches wide, dyed red with fast aniline dye. The two tails on the lower right side of the symbol may extend to the right approximately 1-1/2 inch beyond the body of the symbol. A blue stripe 6-1/4 inches wide to be placed on upper and lower edges, dyed fast with aniline dye directly upon the nylon, the same length as the pennant on the fly. (2) Medium Pennants 500 each (offer)$______________(EACH) to be made burgee shape of Type 'B' nylon, size 72 inches on the fly, 36 inches on the staff, and 15 inches on the tail. The swallow-tail to be cut 15 inches from the end with the inner portion well rounded, rather than Sharp or V-shaped. The pennant is to be made of one piece, white, with the official seal of the DEPARTMENT OF JUSTICE IMMIGRATION AND NATURALIZATION SERVICE dyed fast with aniline dye directly upon the nylon. The seal is 10 inches in diameter. The letters 'U. S.' are to be placed on the left side of the seal, and the letters 'I. & N. S.' on the right side of the seal, all letters in block lettering, dyed red with fast aniline dye, directly upon the nylon. The letters 'U. S.' to be 8 -- 1/2 inches high by 4-3/4 inches wide, the letter 'I' to be 8-1/2 inches high by 1-3/4 inches wide, and the letters 'N. S.' to be 8-1/2 inches high by 4-3/4 inches wide, punctuated with block periods dyed red with fast aniline dye, 1-3/4 inches square with the corners toward left and right and top and bottom. The symbol '&' shall be of a size and shape comparable with the block letters, or approximately 4-1/4 inches high and 2 inches wide, dyed red with fast aniline dye. The two tails on the lower right side of the symbol may extend to the right approximately 1-1/4 inches beyond the body of the symbol. A blue stripe 4-1/4 inches wide to be placed on upper and lower edges, dyed fast with aniline dye directly upon the nylon, the same length as the pennant on the fly. Miscellaneous Specifications. The ends, tops, and bottoms of all pennants are to be turned in with a hem not less than 1/2 inch deep with three rows of stitching. Each pennant is to be finished with a canvas heading, 1-3/4 inches wide attached to the nylon with three rows of stitching, and to have two (2) brass or suitable metal (rust resistant) grommets, 3/8 inch hole at the top and bottom of the canvas heading for attaching the ropes. Allowance shall be made for the elasticity of the nylon. Federal Specifications. The nylon material used in the manufacturing of pennants shall be in accordance with Federal Specifications No. CCC-C-476, Type B. Samples. In order to ensure uniformity and strict compliance with the specifications, manufacturers samples are available upon request. This shall be a single award with delivery to Dallas, Texas, FOB Destination. Items shall be shipped to Immigration & Naturalization Service, Central Region Office Supply Room, 7701 N. Stemmons Freeway, Dallas, TX 75247-9998. Destination shall be shown on the order. FAR 52.212-3, Offeror Representations and Certifications-Commercial Items; offerors must obtain a copy of these provisions and submit with their offer. FAR 52.212-4 is incorporated by reference. FAR 52.212-2, Evaluation-Commercial Items. Government will make a single award resulting from this solicitation to the responsible offeror whose offer conforms to the RFQ, with price and other factors considered. The following factors shall be used to evaluate offers technically capable. Evaluation will be based on price, past performance, with award being based on lowest price technically acceptable. PAST PERFORMANCE: Each offeror shall describe their past performance on similar contracts held within the last three years which are of similar scope, magnitude and complexity to that which is detailed in this RFQ. Past Performance shall be evaluated in the following manner: The Government will assess the offerors ability to perform, including the offerors likelihood of achieving success in meeting the contract requirements. A description of the progress of the projects currently in process should be included as well. Contracts listed may include those entered into with the Federal, state and local government agencies and commercial customers. Past Performance will be assessed and assigned a narrative rating in the evaluation. The Government will evaluate each offerors past performance based on the information submitted by the offer, as well as information that the Government collects by itself. Offerors will be given credit for good past performance and lose credit for poor past performance, and neither gain nor lose credit for no past performance data.
