Description
DESCRIPTION: SOURCES SOUGHT -- This sources sought synopsis requests information needed prior to release of any resultant solicitation. This is not a request for proposal and in no way obligates the Government to award any contract. This sources sought synopsis contains the most currently available information and is subject to change at any time. The Naval Surface Warfare Center, Carderock Division (NSWCCD) seeks sources capable of and interested in developing a prototype manned "fighter-like" submersible vehicle that can operate in a highly automated mode in the littorals. This program is a Defense Advanced Research Projects Agency (DARPA) technology development program leading to a full-scale prototype addressing significant technical challenges and a non-traditional approach to littoral operations. Two phases are anticipated: Phase I includes technology development/demonstration and concept definition and is planned for 18 months. Phase I will culminate with a preliminary LOKI design. Multiple awards are planned for Phase I. Phase II includes additional technology development, detailed design, fabrication and test/demonstration. A draft solicitation release is planned for October 2001 followed by an Industry Day Brief and final solicitation release in November 2001. This web site will be updated as information becomes available and interested parties are responsible for continually checking this site for updates. Phase I awards are planned for March -- April 2002. This schedule is subject to the passage, terms, and conditions of the FY02 Department of Defense Appropriation and Authorization Acts or other interim approvals. NSWCCD reserves the right to enter into an "Other Transaction for Prototype" contractual agreement under the authority of 10 U.S.C. 2371 and Section 845 of Public Law 103-160, as amended, or into a "traditional" contractual arrangement under the Federal Acquisition Regulation. Non-traditional defense contractors are encouraged to participate. The security classification of this effort will include material at the SECRET level and may require Top Secret access in particular subject areas. NSWCCD seeks potential offerors in any of the following major functional areas: (1) Integrated Design and Manufacture; (2) Undersea Vehicle Technologies; (3) Sensor, Guidance, Navigation, and Control Technologies; (4) Propulsion Technologies; (5) Energetics; (6) System Design/Integration; (7) Structures and Materials; and (8) Auxiliary Machinery technologies. DARPA is interested in the early identification and demonstration of technologies that could be performed during Phase I to show significant progress towards meeting the desired end state. Please provide the following information in contractor format, not exceeding five (5) type written pages; (a) Technical Capabilities ; (b) Company Facilities and (c) Past Experience applicable to this program . In addition, please include the following information; (a) Identify a company Point of Contact (POC); (b) Company Clearance Level; (c) Company name and mailing address; (d) Phone number; (e) E-mail address; (f) Area(s) of technical interest relating to the eight functional areas identified above, and (g) Business Type (see below for type of information requested). Government activities wishing to team (work for private parties) with industry may submit equivalent information in response to this announcement. This information will be provided to industry as part of the sources sought contact information. Due to potential teaming opportunities, NSWCCD intends to publish a list of interested parties responding to this synopsis, their contact information (EXCLUDING the 5 page capability statement), and their area of technical interest (relating to the eight functional areas identified above) to facilitate possible teaming arrangements. The 5 page capability statement is for Government official use only. If you take exception to your company's name being included in this listing, mark your submission "NOT FOR PUBLIC RELEASE" in bold letters. The list of interested parties will be available at the Industry Day Brief and will be posted on the NSWCCD web site unless your submission is otherwise marked. The LOKI program will be open to qualified U.S. businesses of all sizes. Respondents should identify what type of business they are: U.S. or foreign; large, small, disadvantaged, 8(a), woman-owned, HUBZone, Service-Disabled Veteran; or traditional college or university, HBCU/MI, or research institute under (g) "Business Type" above.
