Description

The Office of Civilian Radioactive Waste Management (OCRWM) of the Department of Energy (DOE) has a requirement for technical support services in a nuclear regulatory environment. The requirement includes services in the area of technical support (e.g. scientific and engineering skills related to the design and licensing an underground geologic repository and related transportation systems), as well as those skills necessary to support management of the program infrastructure (e.g. budgeting, contracting, and information management skills). The contractor will provide direct support and must comply with, as applicable, the OCRWM Quality Assurance Program which consists of the Quality Assurance Requirements and Description, DOE/RW-0333P and associated Quality Assurance Program Procedures (including future revisions or replacements). Work must also be performed in accordance with all OCRWM Program Management documents (as described in the Program Management Plan), applicable DOE orders, OCRWM and YMSCO policies procedures, and the OCRWM requirements documents. The DOE intends to issue a full and open competition. However we encourage small business teaming arrangements or joint ventures as defined in 13 CFR 121.103. DOE anticipates awarding one performance based award fee contract, with the issuance of cost reimbursement or fix price task orders; however, the DOE reserves the right to award any type of contract determined to be appropriate. Issuance of the Request for Proposals is scheduled to occur on or about October 3, 2001.
