Description
THIS REQUIREMENT IS A SIMPLIFIED ACQUISITION AS DEFINED BY PART 13 OF THE FEDERAL ACQUISITION REGULATIONS AND IS A FULL AND OPEN ACTION!! BACKGROUND: The Office of Environmental Policy Innovation (OEPI) within the Office of Policy, Economics and Innovation (OPEI) within the Office of the Administrator at EPA has a principle responsibility for the Agency in development, implementation, evaluation and coordination of demonstrations of innovative policies and approaches for improved environmental protection. OEPI serves the Agency by coordinating activities across programs and regions to develop and test a variety of innovations. It has a major role in coordination of cross-media approaches in an Agency that is organized statutorily by media programs such as air, water, waste and toxic substances. These approaches include community-based environmental protection (CBEP) and other place-based and industry sector-based demonstrations. SCOPE: EPA/OPEI requires technical support service assistance in the area of meeting and process facilitation, as well as evaluation and policy analysis in two types of activities: (1) Identification and analysis of policy and information gaps and options available for implementation of the CBEP framework and other place-based and innovative approaches to improve environmental performance that focus on creating effective partnerships with stakeholders and other governmental partners at all levels of government; (2) Providing technical and logistical support for coordination activities for the implementation of CBEP and other innovative approaches through development of meeting agendas and background materials, meeting facilitation, and development of summaries and reports of various meetings.
