Description
The U.S.Army, TACOM-ARDEC has a requirement for Engineering Services for the Office of the Project Manager for Mines, Countermine and Demolitions (OPM-MCD). Specific focus area will be in cryptographic algorithm development, implementation and accreditation for all OPM-MCD programs. The Program Manager for Mines, Countermine and Demolitions (PM-MCD) procures systems that are required to employ US cryptography as stated in AR380-19 for command, control, and communications. The policy enforcer for the approval authority for such systems employing US cryptographic technology is the Deputy Chief of Staff for Command, Control, Communications, Computers and Intelligence (DCSC41). This task, Security Engineer Support, is focused on monitoring and supporting that security design process to a successful certification and approval by acting as the Government's lead technical security engineer for OPM-MCD in the procurement of all its system that are required to employ secure technology. The contractor will provide security engineering support to OPM-MCD on all products that require system security engineering by representing the government on technical security issues that are critical to the timely development and delivery of the system. These critical technical issues include: Providing technical assistance and guidance to facilitating finalization of the cryptographic algorithms to be used on OPM-MCD programs. Providing technical assistance and guidance to the OPM-MCD and the contractor to determine the level of effort required to implement the DOD related security requirements across all OPM-MCD programs. Providing technical assistance and guidance to the PM to determine the resource requirements necessary to perform the DOD Certification and Accreditation, and other related security tasking required across OPM-MCD programs. Providing technical assistance and participating in security related working groups across all OPM-MCD programs to facilitate leveraging of related security engineer efforts and assisting the Certification and Accreditation process. Acting as a liaison between the DCSC41 and other DOD agencies and OPM-MCD as required on security related issues that could effect the system security design. Coordinating with the systems security engineers within the OPM-MCD, Armament Research, Development and Engineering Center, US Army Engineer School, and Contractors on security related issues that could effect the system security design. The government intends to award a sole source contract to McAdams Technical Consultants, Inc., Beltsville, MD.
